CHARLESTON, W.Va. - The West Virginia Board of Education (WVBE) placed several policies out on a 30-day public comment period during its monthly meeting and wants to hear back from educators, parents, students and others.
The following policies can be reviewed and commented on over the next 30 days by logging onto the West Virginia Department of Education (WVDE) website at http://wvde.state.wv.us/policies.
Policy 5100: Educational Personnel Preparation Programs establishes collaborative program review processes to ensure the educator programs are designed to produce educators with the knowledge, skills and dispositions necessary to be effective in PreK-12 classrooms. The policy has been revised to propose newly available Praxis assessments and changes to existing WVBE-required assessments. These proposed revisions would clarify language regarding clinical experience; add a general integrated mathematics endorsement; and clarify the alternative educator preparation program review process.
Policy 5202: Minimum Requirements for the Licensure of Professional/Paraprofessional Personnel and Advanced Salary Classification establishes the requirements regarding the licensure of educators to work in the public schools of West Virginia. As changes occur in education, certification and licensure, Policy 5202 must be revised to meet the needs of the 21st century education system. The proposed revisions would assure appropriate certification of educators for licensure to work in the public schools of West Virginia in preparation to meet the needs of all students in the 21st century as part of the cycle of continuous improvement.
Policy 5901: Alternative Programs for the Education of Teachers establishes the requirements and guidelines for developing alternative certification programs for the education of teachers. It provides a means for skilled individuals to earn professional teacher licensure while teaching in a classroom in an area of critical need and shortage. The proposed revisions would replace and update a version more conducive to the current needs of West Virginia schools and school districts by filling the need for certified teachers in West Virginia classrooms. With an updated policy, students will benefit by having a teacher who is qualified and certified to teach the subject matter being taught.
Policy 5310: Performance Evaluation of School Personnel defines and promotes high standards for performance of professional personnel; provides data that indicate the effectiveness of professional personnel; provides data for educator preparation programs to assist in identifying areas of need and in guiding program improvement; and establishes county and school evaluation data that serve as a basis for professional development which specifically targets professional growth. Proposed changes include the revision of language that will support the change in the use of student growth data. In addition, beginning in 2015-2016, 15 percent of the evaluation for reading language arts and math teachers shall be based upon student growth determined by the results of the state summative assessment.
