Dear Mr. Kittle:
I am in receipt of your very general outline concerning a program of indoctrination for new teachers in the Harrison County School System. From the tone of your letter, it appears that the program will be part of the teacher's contract for continued employment with Harrison County. It would appear to me that if the program is indeed set in place because it is the opinion of the Harrison County Board of Education and you that such a program is needed and in the best interest of the students in your district, there would be no legal prohibition to such a program. Please be advised that depending on the specific content offered in the program, there may be specific questions or reservations raised by new teachers or existing teachers within the county. However, without any specific information to be offered in the training there is no way for me to make a formal comment with regard to the subject matter to be offered during your program of indoctrination.
