Duties and Responsibilities
The Coordinator of School Finance is responsible for coordinating the activities and functions of the Office of School Finance and managing the office work flow to assist the office director in completing all tasks in a timely and accurate manner; performing complex financial analysis; and assisting in other regulatory and technical assistance activities.  
Duties include: 
1. Assist in compiling, editing, and summarizing necessary data and performing the required computations under the Public School Support Program. 
2. Perform complex financial computations without supervision and manage work-flow to ensure that assigned tasks are completed in a timely and accurate manner. 
3. Assist in compiling, reviewing, analyzing, and summarizing budgetary and financial data. 
4. Assist in providing financial information to the Legislature, State Board of Education, state and federal agencies, and various other offices. 
5. Assist in formulating a uniform system of budgetary and financial accounting practices and procedures. 
6. Provide technical assistance on generally accepted accounting principles (GAAP), including the implementation of new standards from the Governmental Accounting Standards Board (GASB). 
7. Assist in conducting professional development workshops and provide guidance on preparing monthly and annual financial statements, proposed budgets, cash flow projections, salary schedules, indirect cost plans, certified personnel reports, and miscellaneous other reports. 
8. Participate in continuing professional education activities to maintain current knowledge of GAAP principles for governmental entities, governmental accounting and financial reporting standards, generally accepted auditing standards, the West Virginia Education Information System (WVEIS), state statutes, and other school finance matters. 
9. Review the audit reports of local educational agencies conducted in compliance with the Single Audit Act and related federal requirements, and monitor auditeesí corrective action plans. 
10. Analyze financial impact of proposed legislation and prepare cost estimates and fiscal notes.  
11. Coordinate efforts with other employees in the department, other state agencies, and local boards of education.  
12. Perform other duties as assigned. 
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is ďat-willĒ and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation. 
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.

1. Bachelorís degree with a minimum of 24 hours in accounting.  
2. Three years of administrative or related work experience. 
3. A broad knowledge of school systemís operations. 
4. Demonstrated ability to communicate effectively. 
5. Knowledge of generally accepted accounting principles for governmental entities. 

Desired Qualifications
1. Certified public accountant (CPA) certificate. 
2. At least two yearsí experience as a county board of education treasurer/chief school business official. 
3. Masterís degree in Business Administration (MBA) or Professional Accountancy (MPA).
