Duties and Responsibilities
1. Collaborate with the Division of Technical Education and Governorís Economic Initiatives and Offices of Adult Education, Diversion & Transition Programs, Governorís Economic Initiatives to identify, design, develop, implement, analyze, and disseminate data.  
2. Develop and implement data collection, analysis, and reporting systems to meet local, state, and national Career Technical Education (CTE) accountability compliance needs.  
3. Assist in analysis and provide exported data reports in usable formats for CTE including, but not limited to: WVEIS, CTE Data Profile, WVDE Finance, federal WIOA, federal Perkins, and Civil Rights.  
4. Perform duties as assigned within the Office of Data Management and Analysis in support of the West Virginia Department of Education CTE data requirements. 
5. Support interoperability of the West Virginia Department of Educationís data systems. 
6. Demonstrate ability to learn programming languages. 
7. Support training of other staff and end users. 
8. Development of software applications using ColdFusion, PHP, or similar tool sets. 
9. Demonstrated ability to design and program user interfaces that meet a variety of needs. 
10. Work with outside entities to accomplish required data exchange policies and procedures.  
11. Provide data transformation and integration around data models and data sharing agreements. 
12. Develop documentation for all projects to which he/she is assigned. 
13. Assist with the development of training sessions and tools related to his/her scope of work. 
14. Other duties as assigned which are required to accomplish the goals of the Department of Education. 
 
EMPLOYMENT RELATIONSHIP: 
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is ďat-willĒ and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation. 
 
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.

Qualifications
Academic Credentials & Knowledge 
1. Bachelorís Degree required. Masterís Degree Preferred. Area of study in the area of computer science, mathematics, or a related field preferred. 
2. Basic understanding of career technical education (CTE) programs and initiatives. 
3. Basic understanding and ability to respond to the West Virginia Department of Education reporting needs. 
 
Skills & Experience 
4. Five (5) years of IT industry experience.  
5. Effective and accurate writing and oral communication skills are required. 
6. Work experience as a programmer, data analyst, or database administrator is required. 
7. Work experience with IBM iSeries, RPG, DB2/400, ColdFusion, Microsoft SQL Server, and MySQL/MariaDB preferred. 
8. Experience with distributed version control systems (Mercurial, Git, etc) preferred. 

Salary
$72,872.00-$79,872.00 (Commensurate with educational level.)
