5. Establish strong working relationships with county instructional leaders and share the West Virginia Department of Education vision.

Duties and Responsibilities
The coordinator will provide leadership in the development of support and resources for West Virginia elementary educators, specifically with a focus in social studies, visual arts, wellness education, and standards for student success. The coordinator will: 
1. Provide guidance for West Virginia educators for the purpose of improved student outcomes. 
2. Develop resources to be utilized in a professional learning community or other format at the local or regional level to improve teaching effectiveness and student achievement.  
3. Participate in effective inter-office collaboration to ensure appropriate integration of services and professional learning strategies to educators and instructional leaders. 
4. Promote a comprehensive approach to early and elementary learning for all students through the development and dissemination of research-based models and strategies that focus on academic and/or social and emotional development to increase student engagement and achievement.  
5. Work with other offices and divisions to analyze and use data to assist districts and schools in identifying and assisting with technical assistance needs. 
6. Maintain relevant databases for the purpose of providing up-to-date content and fulfilling established guidelines. 
7. Complete other duties and responsibilities as assigned by the Director of the Office of Early Learning.  
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is “at-will” and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation. 
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.

Academic Credentials & Knowledge 
1. Master’s Degree required. Extensive experience providing elementary-focused professional learning strongly preferred. 
2. Holds or is eligible for a West Virginia Professional Teaching Certification in multi-subject elementary education. Special consideration given to applicants with an Administrative Certificate. 
3. Knowledge of current research in the field of early learning, social studies, the arts, physical education, dispositions and standards for student success, and strategies for implementation and support to transfer learning to practice. 
4. Broad-based knowledge of all facets of a comprehensive approach to early and elementary learning, early and elementary learning instruction, and early and elementary instructional technology. 
5. Understanding of adult learning in the Pre-K – Grade 5 setting. 
Skills & Experience  
6. Has a minimum of five years of full time professional teaching experience.  
7. Expertise in instructional design for adult learners that include the rigorous, relevant, and standards-based instruction and assessment necessary to ensure student success in today’s classroom.  
8. Demonstrated an effective facilitation with adult audiences. 
9. Demonstrated expertise in the integration of technology in addition to the use of technology in personal productivity and personalized learning. 
10. Ability to schedule, organize, and perform various assignments while working collaboratively with multiple groups across the state. 
11. Ability to use personal productivity and collaboration software applications.  
12. Staff member should be a self-starter. 
13. Exceptional attendance record and excellent work habits. 
14. Superior communication skills, oral and written, and excellent presentation skills using current technologies. 
15. The staff member must be able to travel.
