To receive federal IDEA funding from the U.S. Department of Education, Office of Special Education Programs (OSEP), the state is required to publish the proposed plan at least 60 days prior to the date on which the plan is submitted, with an opportunity for public comment on the plan to be accepted for at least 30 days.
