Duties and Responsibilities
Under the direction of the Payroll Supervisor: 
1. Perform a variety of professional payroll accounting duties involved in reviewing, analyzing, auditing, reconciling, maintaining and adjusting tax and retirement accounts. 
2. Provide specialized training and assistance regarding payroll, deductions, tax sheltered annuities, wvOASIS, and benefits. 
3. Prepare and submits departmentís payroll for hourly and salaried employees.  
4. Prepare tax deposits for federal, state, and social security withholding. 
5. Prepare and maintain a variety of financial and statistical records, statements and reports related to payroll, retirement functions, TRS, TDC, employees, earnings, contributions and assigned activities; prepare, process, verify and evaluate enrollment, tax, TRS, TDC and a variety of other payroll and retirement-related forms and applications; process voided checks as needed. 
6. Maintains record of employee benefit data. 
7. Redeposit payroll checks when necessary. 
8. Distributes paychecks to appropriate personnel. 
9. Update computer payroll records. 
10. Compiles routine and special payroll related reports. 
11. Balances tax and retirement data to prepare annual reports. 
12. Key employee for PEIA/Mt. Flex Insurance. 
13. Perform additional duties as assigned. 
 
 
EMPLOYMENT RELATIONSHIP: 
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is ďat-willĒ and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation. 
 
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding. 
 

Qualifications
1. High school diploma or equivalent (associate degree preferred). 
2. Five yearsí experience in the accounting or fiscal office of a similarly sized organization with a preference towards experience in payroll procedures and payroll computing processes. (Successful completion of related college level accounting courses from an accredited college/university or business school or vocational training may be substituted for the experience through an established formula). 
3. Experience using Windows, Word, and Excel is required. 
4. Ability to work under tight time lines and pressure. 
5. Excellent interpersonal communication and writing skills to initiate, establish and maintain effective working relations with others. 
6. Demonstrated strong work ethic and willingness to assume extra responsibilities. 
7. Demonstrated success in working with groups, completing tasks and achieving goals. 
8. Ability to schedule, organize and perform multiple assignments without direct supervision. 
9. Must demonstrate exceptional work habits and attendance records and possess strong organizational skills. 
10. Web contributions for PEIA billing is preferred. 
11. Knowledge of wvOasis (the WV state's accounting system) is preferred. 
12. Knowledge of principles and techniques involved in payroll and retirement account preparation and processing. 
13. Knowledge of payroll and retirement system policies and procedures. 
14. Knowledge of methods, procedures and terminology used in professional accounting work. 
15. Knowledge of generally accepted accounting principles. 
16. Knowledge of tax withholding, voluntary deductions and employee benefits. 
17. Knowledge of verification and processing of payroll and retirement records and reports. 
18. Knowledge of financial and statistical record-keeping techniques. 
19. Knowledge of employer and employee contributions and related TRS and TDC functions. 
20. Ability to maintain confidentiality.
