Duties and Responsibilities
1. Work closely with the Executive Director.  
2. Assume responsibilities for helping lead office staff in designing, developing, and managing formative and summative assessments for various programs, both short term and long term, costing all projects, maintaining budgets, and completing a variety of different assignments.  
3. Work effectively across all offices and divisions within the Department of Education.  
4. Assist in developing and managing the day-to-day assessment unitís activities and projects. 
5. Work effectively with vendors who are contracted by WVDE.  
6. Manage the assessment development, implementation, and trainings.  
7. Help lead office staff in the development of innovative assessment instruments and items. 
8. Work closely with department and/or vendor psychometricians to determine appropriate statistical analysis.  
9. Complete data analysis, report preparation, and dissemination of findings to appropriate audiences.  
10. Defend/explain assessment development, state board policy, state code, and national legislation.  
11. Demonstrate knowledge in high quality assessment design and federal assessment requirements.  
12. Demonstrate proven skills in the writing and editing of technical documents for assessments.  
13. Assist the Executive Director in the successful management of large budgets.  
14. Pursue external funding sources/grants, as needed, to fund projects to promote student and school achievement.  
15. Demonstrate excellent writing skills (prepare Requests for Proposal (RFP), Requests for Quote (RFQ), one-pagers/written articles/studies/white papers/publications). 
16. Demonstrate excellent research skills. 
17. Provide research on national assessment issues, state assessment issues to develop and prepare publications for public dissemination. 
18. Assist in the management and development of technical peer reviews to the federal government.  
19. Develop and deliver local, state, and national presentations.  
20. Possess strong technology skills and understanding of data collection systems (such as WVEIS).  
21. Demonstrate respect for intellectual copyright needs in developing all assessments tools and proposals.  
22. Work with the Offices of Early and Elementary Learning, Middle and Secondary Learning, Special Education and Instructional Technology to drive the Division of Teaching and Learningís initiatives, as well as across other WVDE divisions.  
23. Perform other duties as assigned.  
 
EMPLOYMENT RELATIONSHIP: 
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is ďat-willĒ and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation. 
 
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.

Qualifications
1. Masterís degree in education or research, statistics, or related fields is required (doctorate preferred, but not required). 
2. Preference will be given to applicants with school or district administrative experience.  
3. Understanding of valid and reliable assessment design to include development, sampling, data processing and scoring, analysis and reporting.  
4. Working knowledge and experience in the development, administration, scoring and reporting of large-scale assessments, both online and in paper format. 
5. Working knowledge and experience with WVBE Policy 2340, Measures of Academic Progress. 
6. Working knowledge and experience in the coordination of all technical development/materials for formative and summative assessments assigned to the Assessment Unit.  
7. Working experience in educational measurement/statistical analysis methods. 
8. Working knowledge about contracted vendorís tight timelines.  
9. Working knowledge of interpretation of data, report writing, and communicating findings to a range of audiences including policy makers, educators and the general public.  
10. Experience with understanding and utilizing research designs/methodology used in developing assessments.  
11. Experience in analyzing, interpreting, and reporting assessment data using graphic displays.  
12. Familiarity with the organizational structure of the West Virginia Department of Education.  
13. Position contingent upon continued state and federal funding.
