Duties and Responsibilities
1. Act, as delegated by the State Superintendent of Schools, to address the duties and responsibilities of the Office of State Superintendent, except for those duties and responsibilities specifically assigned to the State Superintendent by the Constitution of West Virginia, West Virginia law, or by the regulations of the State Board of Education. 
2. Assume administrative responsibilities assigned by the State Superintendent in order to permit the State Superintendent to concentrate on providing leadership for the improvement of education. 
3. Provide information and advice to the State Superintendent in an effort to assure that appropriate decisions and recommendations can be made to the State Board of Education, Governor, and/or the Legislature. 
4. Maintain open and appropriate channels of communications with all segments of the educational community, other State agencies, and the general public, to obtain information concerning educational needs and necessary programs/initiatives. 
5. Oversee State Board policy development and filing with the Secretary of State and other agencies as required by law, policy or deemed appropriate. 
6. Supervise and coordinate internal operations toward implementation of the State Board of Educations Mission and Goals in relationship to those established by the Governor and Legislature. 
7. Other duties and responsibilities as may be assigned by the State Superintendent or State Board of Education. 
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is ďat-willĒ and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation. 
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding. 

1. Masterís degree required with a doctorate or terminal degree preferred. 
2. Minimum of five (5) years of experience in administration at the county, state, federal, business or higher education levels. 
3. Ability to work cooperatively with the State Superintendent and State Board of Education. 
4. Superior interpersonal, organizational, planning and technology skills. 
5. Excellent verbal and written communication skills.  
6. Exhibits self-control, mutual respect and cooperation and ability to work as a member of an educational team. 
7. Demonstrates ethical behavior and good work habits such as punctuality and attendance. 
8. General understanding of the legislative process. 
9. Demonstrated knowledge of school law and State Board policies, as well as federal educational law and policy, is desired.
