9. Understands that work assignments may change, or be added, as priorities emerge within the WVDE and/or the Division of Educator Quality and System Support. 

Duties and Responsibilities
The Executive Director of the Office of School Improvement will work under the direction of/in collaboration with the Assistant Superintendent of the Division of Educator Quality and System Support to provide state-level leadership to: 
1. Provide leadership to state and district personnel in planning and implementing the WV Standards for High Quality Schools/Systems.  
2. Collaborate with the Office of Federal Programs to fully implement the ESEA Flexibility Request including oversight of the ESEA applications. 
3. Coordinate technical assistance for low-performing schools/districts using the WV ESEA Approved Flexibility Request. 
4. Collaborate with the eight Regional Education Services Agencies as they serve counties and schools. 
5. Provide leadership to state and district personnel in planning and implementing the National Blue Ribbon School and School of Excellence program.  
6. Provide statewide leadership in the articulation of issues and development of policy for matters related to support for schools and schools systems. 
7. Provide financial management skills and oversight for the distribution and maintenance of federal and state funds. 
8. Supervise, coordinate and evaluate staff in the Office of School Improvement to meet office, division and Department goals and work plans.  
9. Provide leadership and technical assistance to School Leadership Teams as it relates to the High Quality Standards for Schools and Schools Systems.  
10. Coordinate with the Division of Adult and Technical Education work to integrate the work of school improvement. 
11. Supervise and evaluate staff in accordance with the WVDE Organizational Chart, and as directed by the Assistant Superintendent of the Division of Educator Quality and System Support. 
12. Collaborate with other offices/divisions to support the vision and mission of the WV Department of Education and the Division of Educator Quality and System support and the WV Board of Education. 
13. Perform other duties as assigned by the Assistant Superintendent of the Division of Educator Quality and System Support, the Deputy Superintendent and/or the State Superintendent.  
 
EMPLOYMENT RELATIONSHIP: 
Department of Education staff members are employed upon recommendation of the state superintendent of schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the state superintendent of schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the state superintendent or his/her designee. Each employee is "at-will" and subject to termination by the state superintendent at any time, with or without notice, cause or compensation. 
 
The employment relationship between the state superintendent and the employee may be terminated by either party. Reasons for termination by the state superintendent include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need or a lack or loss of funding.  

Qualifications
1. A minimum of a master’s degree in supervision and administration, curriculum and instruction, or content area and valid WV Professional Administrative Certificate.  
2. Three years of administrative or supervisory experience. 
3. A strong knowledge-base of national and state school/district reform initiatives as well as knowledge of research-based designs for professional development. 
4. A demonstrated ability to plan, implement, supervise and evaluate the program-related activities of staff. 
5. Excellent ability to communicate, both written and verbally, with individuals and groups in a professional manner and on a high level. 
6. Strong facilitation, organization, and strategic planning skills. 
7. Excellent financial planning and management skills. 
8. The demonstration of a broad range of knowledge and professional experiences at the state, county and /or school level curriculum, instruction and supervision. 
9. Demonstrated understanding of goals and priorities of the West Virginia Department of Education and the West Virginia Board of Education.
