E-rate Audits
USAC and FCC visit a sample of applicants to ensure services have been delivered in compliance with FCC rules. (USAC/SLD Web Site: E-rate Discounts for Schools and Libraries, November 2003)
Who does audits?
- USAC Internal Audit
- Independent auditors engaged by either USAC or the FCC
- Office of Inspector General (FCC)
- Other (such as Department of the Interior Office of Inspector General)
Why do they do audits?
- To provide data regarding program rule compliance
- To provide data regarding where additional education and outreach are necessary
- To provide data regarding where program rules do not adequately protect the program against waste, fraud and abuse
- To enforce accountability for compliance with program rules
- To deter noncompliance
