The Master Plan for Statewide Professional Development (PD Master Plan) includes major providers from four PD provider groups: the Center for Professional Development (CPD), institutions of higher education (IHEs), regional education service agencies (RESAs), and the West Virginia Department of Education (WVDE). The goal of this evaluation was to study the effectiveness, efficiency, and impact of the plan.

This evaluation study provides information about the implementation and outcomes of the 21s Century Community Learning Centers (21st CCLC) program in West Virginia from September 2014 through May 2015. It investigates and summarizes the effects of program participation on student achievement in mathematics and English/language arts by comparing students who participated in the 21st CCLC program for at least 30 days with nonparticipating students identified as the control group.

The Special Education Technology Integration Specialist (SETIS) program provides professional development for special education teachers to assist them in achieving proficiency with 21st Century Technology Tools. The program completed its eighth and ninth rounds during the 2012–2013 and 2013–2014 school years, training over 30 special educators as models, coaches, and mentors of technology integration at schools and within classrooms. This study examines SETIS program implementation, use, and impact across three key stakeholder groups: SETIS candidates, teacher colleagues, and school administrators.

School teams participating in the Graduation 20/20 pilot project participated in a focus group interview in August 2015 to provide information that could be used to inform improvements in the Graduation 20/20 program. This research brief summarizes school teams' views about benefits of participation, challenges and barriers encountered, and suggestions and recommendations for improving the program.

A statewide analysis was conducted on school disciplinary incidents reported during the 2013–2014 school year, the second full year under the revised Policy 4373. Findings from the analysis are provided to help inform districts and schools about supports they may need to improve school climate, including more positive approaches to student discipline.

This report further examines the experience of Educator Enhancement Academies (EEAs) participants in providing their own training in the Next Generation standards and examines additional professional development they received from the RESAs. It also looks at the experiences of the end-user teachers who received professional development from the EEA-trained teachers and other sources in the targeted grade levels across the state during the 2013-2014 school year.
