
Summary
Under the leadership of the State Board of Education, and after
consultation with teacher organizations, principals,
superintendents, legislative leaders and the governor, the West Virginia
Department of Education is proposing on behalf of our students,
parents, leaders, schools and district staff and citizens of the
state, a flexibility request of the Elementary and Secondary
Education Act (ESEA), also known as the No Child Left Behind Act.
The flexibility request requires the West Virginia Department of
Education to develop a rigorous and comprehensive plan designed to
improve educational outcomes for all students, close achievement
gaps, increase equity and improve the quality of instruction.
