House Bill 2816 ARTICLE 1E. HEALTHY WEST VIRGINIA PROGRAM. §5-1E-1. Findings and purposes. The Legislature finds and declares that the rise in obesity and related weight problems accompanied by the resulting incidence of chronic disease has created a health care crisis that burdens the health care infrastructure of the state. Click here to read the entire bill HEAP (Click here to view instructions on administering HEAP) In the 2002-2003 school year, the Office of Student Services and Health Promotion at the West Virginia Department of Education planned and implemented its first ever statewide assessment of health education. A team of health educators from across WV planned and implemented this assessment. Assessment items were taken from the State Collaborative on Assessment and Student Standards Health Education Assessment Project (SCASS-HEAP). Click here to read more about HEAP
