The West Virginia Department of Education, Office of Special Programs, Extended and Early Learning (OSP) is pleased to provide the West Virginia Expanded Core Curriculum Resource Guide for teachers of students with visual impairments (TVIs). Twenty-first century students who are blind or have low vision must have access to the same rigorous educational model as their sighted peers, but they also must have access to the core curriculum that addresses the unique, specialized needs of the visual impaired learner, needs that are related to the visual impairment and not shared by their sighted peers. The Expanded Core Curriculum (ECC) reflects these skills that students with visual impairments are not able to learn incidentially and must be directly taught. The ECC encompasses the fole and function of the TVI.
