The officer changes were prompted by the appointment of Barbara N. Fish to the West Virginia Board of Education in December. Fish replaces Jim L. McKnight of St. Maryís. McKnight, whose term expired November 4, 2000, was serving as vice president while Chapman was serving as secretary. J. D. Morris of Clay continues as State Board president for 2000-2001.
Chapman has been a member of the State Board since 1996 and is a founding member of the West Virginia Council of School Attorneys. The Ohio County resident has been in private law practice since 1983.
A member of the State Board since 1979, Morris has held the positions of secretary, vice president and president during his tenure on the State Board. The Kanawha County resident is a retired safety director at Rhone-Poulencís Institute plant.
