Job Title: Communications

Days. Salary to be
established by the Board of
Education.
Evaluation: Performance of
this job will be evaluated
in accordance with the
provisions of the Board’s
policy on Evaluation of
Professional Personnel.
Job Goal: To ensure that the
District’s public
information program is
aligned with District goals,
and by facilitating the
development of accurate and
timely internal/external
communication and
information processes that
contribute to and encourage
community involvement in the
District’s efforts to meet
the instructional needs of
students.
Qualifications:
1. Bachelors Degree and
three to four years of
related experience in public
relations, journalism, mass
communications or equivalent
combination of education and
experience. Familiar with a
variety of communication
concepts, practices, and
procedures. Demonstrated
success in collaborating
with diverse teams at an
executive level.
2. Works well with others
from diverse backgrounds.
Focuses on solving conflict;
maintaining confidentiality;
listening to others without
interrupting; keeping
emotions under control;
remaining open to others’
ideas and contributing to
building a positive team
spirit.
3. Ability to communicate
fluently verbally and in
writing. Ability to present
information and material to
small and large groups.
Ability to respond to common
inquiries or complaints from
students, parents, staff,
regulatory agencies or
members of the community.
Ability to write reports and
correspondence.
4. Ability to solve
practical problems and deal
with a variety of concrete
variables in situations
where only limited
standardization exits.
Ability to interpret a
variety of instructions
furnished in written, oral,
diagram or schedule form.
5. Proficiency in the usage
of internet software, e-mail
and word processing
software. Ability to
proficiently use the
following programs strongly
preferred: MS outlook, MS
word, MS PowerPoint, MS
Publisher, InDesign,
Photoshop, Illustrator and
so on. Ability to type
accurately and proficiently.
Ability to utilize various
social media platforms.
6. Demonstrated proficiency
in developing and
implementing large-scale
projects. Demonstrated
success working
collaboratively with
community partners. Ability
to appropriately communicate
with students, teachers,
parents, members of the
community and others
including vendors, law
enforcement and other
agencies. Ability to
exercise good judgement and
work in an environment with
constant interruptions while
maintaining organization.

Essential Job Duties and
Responsibilities:
1. Write communication
policies and procedures for
handling sensitive
information or media
contact.
2. Plan and manage budget
for advertising, promotions,
publicity and web-site
management, and public
outreach activities as well
as manage contracts for
advertising, sponsorships
and other promotional
activities.
3. Help solve impact of
negative public opinion by
writing material and
suggesting the communication
forum and media.
4. Research grant and
funding opportunities that
will help support the
communication and public
relation goals of the
District.
5. Contact media
representatives to initiate
articles and news releases
abut District programs;
communicate with media
representatives about
sensitive or controversial
information; create press
kits and other media
information.
6. Coordinate crisis
communications for the
district and schools.
7. Create and maintain
district website, social
media platforms, etc.
8. Develop and maintain
accurate records of the
district’s public relations
program.
9. Develop, implement and
evaluate comprehensive
internal and external
district communication plan
including, but not limited
to, publications, media
relations, and electronic
communications.
10. Ensure consistent
branding and messaging.
11. Establish and maintain
two-way communication
systems among schools,
offices, departments and the
district and among the
district, the media, and the
public.
12. Expedite responses to
inquiries and complaints
received from citizens, news
media and school personnel.
13. Organize, assimilate and
disseminate facts about
Monongalia County Schools to
the public through print and
non-print media.
14. Oversee and edit the
writing and production of
communication materials.
15. Provide in-service
training as required on
public and community
relations.
16. Provide professional
assistance in the
development of various
publications (brochures,
newsletters, information
bulletins) for schools and
departments.
17. Provide professional
public relations counsel and
assistance to the
administration, School Board
and schools.
18. Recommend innovative and
promotional avenues of
communication for various
types of media, as well as
counsel administration on
effective communication
strategies.
19. Serve as a member of the
Superintendent’s executive
council. Will attend
executive council meetings
to give advice on how
potential policy initiatives
will affect public opinion
about District programs.
20. Serve as information
liaison between the school
system and the community at
large and as an intermediary
between school
administrators/officials and
the media.
21. Establish annual
objectives for and evaluates
the district’s community
relations program.
22. Solicit feedback through
formal and informal means on
activities, products and
purposes of the community
relations program and the
school district in general.
Occasionally conduct public
opinion research to assess
program outcomes.
23. Attend Board of
Education Meetings, as
directed.
24. Must be timely with
completion of assigned
projects and maintain
organization of multiple
projects simultaneously.
25. Establish criteria to
measure outcomes of
communications department.
26. Effectively and
professionally communicate
informational material
through small and large
presentations to diverse
groups within the Monongalia
County Schools District and
various community partners.
27. Additional duties may be
assigned as the needs of the
District are determined.
28. Maintain appropriate
certifications and training
hours as required.
29. Comply with applicable
District, state, local and
federal laws, rules and
regulations.
30. Attend work regularly.

Ability to stand, walk, and
sit frequently or for
prolonged periods of time,

lifting/carrying/pushing/pul
ling, stooping/crouching,
reaching/handling/fingering,
talking/hearing

be required to lift 60 lbs.
