Dear Mr. Conn:

You have asked: Where Mingo Christian School allowed a child who was not five years old until September 24, 1992 to enroll in kindergarten, and now the parents want the pupil transferred into the public school system, should you allow the principal to enroll the child at Dingess School?

This is a matter for your discretion in accordance with policy of the Mingo County Board of Education. In this respect, please see the enclosed STATE SUPERINTENDENT'S INTERPRETATION "Pupil - School," June 27, 1989(28).
