Dear Mr. Larsen:
I am in receipt of your request for a Superintendent?s Interpretation regarding
student enrollment in West Virginia public schools.
Specifically, you ask:
?Can an administrator deny or delay a student the opportunity to enroll in a
public school if that student is of proper age, is not under suspension or
expulsion from his/her previous school, has all the required immunizations,
and has someone who is going to act as guardian??
I believe that the questions you pose are addressed in the enclosed memorandum
sent to county superintendents on March 1, 2004.
