Dear Mr. Kinzer:
You have asked whether a county board of education can revise the minutes of a meeting as written by the county superintendent of schools from the superintendent's own notes and a tape recording of the meeting. Yes, within reason. The board cannot, for example, repudiate a contract made in an earlier meeting simply by revising its minutes as written in draft form by the superintendent. The board can, though, revise its draft minutes to clarify what it did as long as the revisions do not change the substance of what transpired at the meeting.
