Dear Ms. Forman:
You have asked whether speech-language pathologists are teachers according to the meaning of that word as used in W.Va. Code 18-5A-5(b)(1), and therefore, entitled to a $50 allocation from faculty senate funds. No. Although W.Va. Code 18-9A-9 grants each county board of education $200 per professional instructional personnel employed, W.Va. Code 18-5A-5(b)(1) makes $50 allocations from this money only to classroom teachers and librarians, plus counselors since Code 18A-1-1(c)(1) includes counselors in the definition of classroom teachers.* Speech-language pathologists are not included in the definition of classroom teacher by /18-1-1(c)(1).
