Dear Ms. Metz:
You have asked whether a county board of education can and should pay retroactive salary due and owing to an employee.
It can, and if the underpayment was not the employee's fault, then it should. For further information, please find enclosed my letter of December 12, 1990, on this subject. An underpaid employee is entitled to recover an underpayment ordinarily.
