Dear Mr. Shaw:
I am writing in response to your question regarding whether your principal has the
authority to assign you to teach one class period of physical education, your second
teaching field, despite the fact that you have been a full time librarian for the past twelve
years and the fact that the library will be staffed by a non-certified person while you are
teaching the physical education class.
The answer is ?yes? inasmuch as West Virginia Code ?18A-2-9 grants the principal
administrative and instructional supervision and responsibility for the school. Teaching
assignments proposed by the superintendent and approved by the board should be
general enough to allow the principal some scheduling flexibility.
This is a question that has been answered previously in a Superintendent?s
Interpretation dated June 9, 1993 and again on July 9, 1991 which are enclosed for your
information.
Additionally, West Virginia Code ?18-5-20 gives the board some latitude as to
whether a librarian would be full time or part time. Consequently, there is added flexibility when staffing a school library. Hoping that I have been of service, I am
