Elements of a Strong Tuition Reimbursement Policy

Must be:

  • Available to core subject area teachers or administrators
  • For the purpose of becoming highly qualified in a core subject area or administration

Should be targeted at:

  • The district's critical need subject areas (list annually)
  • Schools with low % classes taught by HQTs
  • Schools with high poverty
  • Schools with high turnover


  • The priority of who should be eligible for the funds
  • Sources of funding for tuition reimbursement and their requirements
  • Documentation that you will need to collect to justify the use of funds (grades, invoice, refusal of state funds letter from WVDE, etc.)
  • Establishing timelines for the completion of a HQ status
  • Establishing requirements for how long the candidate must work in the county once their program is completed
  • How the county will be able to recoup the funds if teachers or administrators do not meet your requirements
  • Establishing limits for out-of-state tuition
  • Creating 3rd party agreements with institutions of higher education to reduce costs (cohorts)
