Budget Transfer Requests are required anytime that actual expenditures divert from the approved budget by more than 10%. Budget Transfer Requests are used to reallocate funding and describe the reason for this discrepancy. LEAs may also use this form to request changes to the cost objectives listed within an approved work plan for Title II or Title VI.
The program director may return the approved form with a signature or simply reply of their approval via e-mail. It is the responsibility of the LEA's federal program director to ensure that every budget transfer request and approval is documented. Some directors have decided to ask the financial office to hold this documentation, but ultimately the program director is held responsible for securing and providing the evidence during monitoring.
