The Enhancing Education Through Technology (EETT) Program was established as part of the No Child Left Behind Act of 2001. The goals of the EETT program are to improve student academic achievement through the use of technology in schools, to assist every student in crossing the digital divide by ensuring that every student is technologically literate by the end of the 8th grade, and to encourage the effective integration of technology with teacher training and curriculum development to establish successful research-based methods.

In order to meet the goals of program, the West Virginia Department of Education has established the Technology Model School (TMS) initiative which is designed so that all teachers and administrators will be proficient in the implementation, use, and integration of technology. The program's focus is to have a Technology Integration Specialist (TIS) in a school(s) who will provide and/or coordinate appropriate professional development activities for all teachers and administrators.
