The West Virginia Board of Education (WVBE) is the statutory body with the authority to approve educational personnel preparation programs leading to the licensure of educators to serve in the public schools of West Virginia. This approval requirement applies to new and continuing programs and to any institution seeking initial approval to offer educational personnel preparation programs. The West Virginia Higher Education Policy Commission requires all public institutions offering educational personnel preparation programs to attain National Council for Accreditation of Teacher Education (NCATE) accreditation in addition to WVBE approval. Private institutions offering educational personnel preparation programs have the option of, but are not required to, attaining NCATE or Teacher Education Accreditation Council (TEAC) accreditation in addition to WVBE approval.
The WVBE and the West Virginia Higher Education Policy Commission (WVHEPC) have a joint partnership with the National Council for Accreditation of Teacher Education, all of which are committed to a rigorous review of educator preparation programs. The partnership is detailed in the state’s NCATE Protocol. Currently, 12 of 20 institutions of higher education in West Virginia which offer WVBE-approved educator preparation programs are accredited by NCATE.
For those programs that choose to seek and ultimately gain TEAC accreditation, the following protocol outlines the requirements of a joint TEAC-WVDE review that would lead to WVDE program approval and to TEAC accreditation
The WVBE is committed to the rigorous review of all educator preparation programs for which it has granted approval. For institutions of higher education in West Virginia which offer WVBE-approved educator preparation programs and are not accredited by the National Council for Accreditation of Teacher Education (NCATE), a state review of the educator preparation program is conducted. The requirements for the state review of educator preparation programs are detailed in the State Protocol.
The WVBE and WVHEPC have jointly developed a Curriculum Analysis Report (CAR) for all programs not submitted to a Specialized Professional Association (SPA) for review.
