I. Call
to Order
President Priscilla M. Haden called
the meeting of the West Virginia Board of Education (WVBE) to order at 9:33 a.m.
on June 9, 2010, in the Board Conference Room, Capitol Building 6, Room 353,
1900 Kanawha Boulevard, East, Charleston, West Virginia.
The
following members were present:
President Haden, Vice President Jenny N. Phillips, Secretary Robert W.
Dunlevy, Delores W. Cook, Michael I. Green, Lowell E. Johnson, and Gayle C.
Manchin, and ex officios Steven L. Paine, State Superintendent of Schools, and James
L. Skidmore, Chancellor, West Virginia Council for Community and Technical
College Education. Members absent were
Burma Hatfield and L. Wade Linger Jr. and ex officio Brian E. Noland,
Chancellor, West Virginia Higher Education Policy Commission.
II. Approval of Agenda
President Haden
requested that Consent Agenda item 3. Approval
of Teacher Preparation Program at West Virginia University, and Dr. Johnson
requested that Consent Agenda item 6.
Revised Individual School Strategic Plans for Sherman Junior High School (Boone County), Sutton Elementary School
(Braxton County), Mt. Hope High School (Fayette County), and French Creek
Elementary School (Upshur County), be removed for further discussion with both items
to be taken up immediately following approval of the Consent Agenda. Upon motion by Ms. Phillips, seconded by Mrs. Cook, the
Board unanimously approved the agenda as amended.

IV. Educator
Preparation Program Leading to Licensure for a
Professional Teaching Certificate Endorsed for Elementary Education
Submitted by West Virginia University (WVU)
Dr. Dee Hopkins, Dean, WVU College of Human Resources and
Education, briefly
addressed the Board regarding the educator preparation program leading to
licensure for a professional teaching certificate endorsed for elementary
education.
Upon motion by Mrs. Manchin, seconded by Dr. Johnson and
unanimously carried, the Board approved the educator preparation program leading to licensure for a professional
teaching certificate endorsed for elementary education submitted by WVU. (Copy

V. Revised Individual
School Strategic Plans for Sherman Junior High School
(Boone County), Sutton Elementary School (Braxton County),
Mt. Hope High School (Fayette County), and French Creek
Elementary School (Upshur
County)
Dr. Johnson requested that the Board take up, at the July
meeting, the frequency that strategic plan updates are provided to WVBE and
local board members.
Upon motion by Dr. Johnson, seconded by Ms. Phillips and
unanimously carried, the Board approved the revised individual school strategic
plans for Sherman
Junior High School (Boone County), Sutton Elementary School (Braxton County),
Mt. Hope High School (Fayette County), and French Creek Elementary School
(Upshur County). (Copy

VI. Reports
■
Student
Representative Report. President Haden
announced that Ms. Tiffany Sisson, and the current student representative to
the Board and a 2010 graduate of Buffalo High School (Putnam County), was
unable to attend the meeting and would submit her report to members via hard
copy.
■ Board Member/Committee Reports. Dr.
Johnson provided information regarding NASBE and moved that any member of the
WVBE seeking a NASBE office have the full endorsement of the Board. Mr. Dunlevy seconded the motion and it was
carried unanimously. Dr. Johnson attended
meetings of the West Virginia Center for Professional Development and requested
that the Board focus on local board adherence to WVBE policy with regard to Advanced
Placement (AP) courses with a report to the Board regarding AP to occur in July; Mrs. Manchin attended meetings of the West
Virginia Center for Professional Development and announced a Physical
Activities Symposium to take place on June 17 and 18; Ms. Phillips attended an Out of Home Care meeting, requested that Judge
Alan D. Moats, 19th Judicial Circuit, be invited to a future meeting
to address the Board regarding his model to reduce truancy, and announced a meeting
of the Board’s High School Redesign Committee to take place July 7 at 9 a.m. in
the Board Room; Mr. Green provided an
update regarding his work with the West Virginia Holocaust Education Commission;
President Haden thanked members who participated in the RESA evaluations,
participated in a number of NASBE webinars, attended an Education Alliance
meeting, attended a Public Broadcasting meeting, and distributed information
and provided an update regarding her participation on the NASBE Task Force on
Rural and Frontier Education. (Copy

VII. Recognitions
The Board recognized the
following innovation zone schools/consortiums:
Berkeley Heights Elementary (Berkeley County), Nellis Elementary (Boone
County), Braxton County High School, Cabell County Elementary Schools
Consortium, Cabell County Secondary Schools Consortium, Page Jackson Elementary
(Jefferson County), Piedmont Elementary (Kanawha County), Westside Elementary
(Kanawha County), Lincoln County High School, Cameron Elementary/High School
(Marshall County), Mercer County Technical Education Center, Warm Springs
Intermediate (Morgan County), Cherry River Elementary (Nicholas County),
Wheeling Park High School (Ohio County), Belmont Elementary (Pleasants County),
Hometown Elementary (Putnam County), Putnam County High Schools Consortium,
Beverly Elementary (Randolph County), and Hacker Valley School (Webster
County). The innovation zones are made
possible by the School Innovations Zones Act adopted by the West Virginia
Legislature in 2009. This initiative is
to support innovation pilot projects at schools around the state to become learning
laboratories with the flexibility to try innovation teaching strategies.

Haden called the meeting back to order at 11:07 a.m. Superintendent Paine joined the meeting.
X. Reports

■ State Superintendent’s Report. Superintendent Paine presented Department personnel
items (distributed addendum) for the Board’s information and recognized WVDE
employees Ms. Nancy Walker, Executive Director, WVDE Office of Information
Systems, Dr. Pamela S. Cain, Assistant State Superintendent, Division of
Student Support Services, Dr. Stanley Hopkins, Assistant State Superintendent,
Division of Technical and Adult Education Services, and Dr. Karen Huffman,
Assistant State Superintendent, Division of Educator Quality and System
Support, upon their retirement; provided
an update regarding the legislature’s education work group; provided updates in Lincoln, Fayette, Grant,
McDowell, Mingo and Preston Counties; provided information
regarding a recent drop-out study; assisted by Ms. Walker, provided information
regarding a data grant that was not awarded funding and provided information
regarding next generation learning initiatives/grant opportunities; announced
that the Diplomas Count report will be released tomorrow and will include new
graduate rates; announced that West Virginia is a member of a six state
consortium regarding evaluation matters; spoke about charter schools and the
waiver options available to counties/schools (more in-depth presentation to be
provided at the July meeting); and provided an update regarding All About the Kids. (Copy

XI. Grant County Qualified
Zone Academy Bond (QZAB)
Ms. Heather L. Deskins, General Counsel to the WVBE
and the WVDE, presented a resolution of the West Virginia Board of Education on behalf of the Grant
County Board of Education approving a
Qualified Zone Academy Bond (QZAB) whereby the Grant County Board of Education
will borrow $213,774.00 to contribute as its local share in a Major Improvement
Plan Project titled: Union Educational Complex Locker Room Renovations and Main
Building ADA Improvements (the School Building Authority will award
$1,096,904.00 toward the project); and authorizing the execution of the resolution
and such other documents and certifications on behalf of the Grant County Board
of Education as may be necessary to carry out the transactions contemplated by
the loan agreement.
Upon
motion by Dr. Johnson, seconded by Ms. Phillips, the Board unanimously approved the resolution. (Copy appended to Official Minutes,

XII. WVBE
Personnel Matters
Dr. Jack
McClanahan, Deputy Superintendent of Schools, distributed an addendum to the
Board’s personnel items for the Board’s consideration. Upon motion by Dr. Johnson, seconded by Mr.
Dunlevy, the Board unanimously approved
the Board’s personnel items inclusive of the addendum. (Copy appended to Official Minutes,

XIII. Board Items for Future Consideration
President Haden requested that members with
suggestions for NASBE for study groups provide the same to her as soon as
possible and announced the need for a strategic planning committee meeting
prior to the July Board meeting. Items that
members wish to be considered for placement on a future agenda are to be provided
to President Haden or Dr. McClanahan as soon as possible. Ms. Phillips requested an item be placed on
the July agenda regarding bullying/character education. (Copy appended to Official Minutes, Attachment

President Haden presented Certificates of Retirement to Superintendent’s Cabinet members Dr.
Cain and Dr. Huffman and thanked Ms. Walker for her exemplary service.
XIV. Future
Meetings
The next regular meeting of the Board
will be held July 13-14, 2010, in Charleston, West Virginia.
