WEST VIRGINIA BOARD OF EDUCATION

I. Call to Order


  President Priscilla M. Haden called the meeting of the West Virginia Board of Education (WVBE) to order at 12:30 p.m. on October 7, 2009, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.


The following members were present:  President Haden, Vice President Jenny N. Phillips, Delores W. Cook, Barbara N. Fish, Burma Hatfield, Lowell E. Johnson, and Gayle C. Manchin, and ex officio Steven L. Paine, State Superintendent of Schools.  Student representative in attendance was Jordan Lovejoy of Pineville who attends Wyoming East High School.  Members absent were Secretary Robert W. Dunlevy, L. Wade Linger Jr., and ex officios Brian E. Noland, Chancellor, West Virginia Higher Education Policy Commission, and James L. Skidmore, Chancellor, West Virginia Council for Community and Technical College Education.


II. Approval of Agenda


Upon motion by Ms. Phillips, seconded by Mrs. Manchin, the Board unanimously approved the agenda.

 

III. WV Envirothon – The State’s Premiere Conservation

Education Program for West Virginia’s High School Students


Mr. K. Robert “Bob” Buchanan, Little Kanawha Conservation District, Wood County Supervisor, along with a number of Envirothon proponents, presented WV Envirothon for the Board’s information.  The WV Envirothon is a conservation education program and competition for students in grades 9 through 12. The Envirothon program encourages students to work as a team to acquire natural resource knowledge and critical thinking skills. By participating in the Envirothon program students learn about West Virginia's diverse ecosystem and how they can help conserve and protect it for future generations.   (Copy appended to Official Minutes, Attachment A.)


IV. Office of Education Performance Audits Director’s Information


Dr. Kenna R. Seal, Director, Office of Education Performance Audits (OEPA), reported that the OEPA is auditing Grant County this week.



V. The Office of Education Performance Audits FY 2010 Strategic Plan Report


Dr. Seal presented the OEPA’s FY 2010 Strategic Plan Report for the Board’s approval.  The FY 2010 Strategic Plan Report outlines the goals, objectives, and activities of the Office of Education Performance Audits as established by the West Virginia Legislature and the WVBE.  


Upon motion by Dr. Johnson, seconded by Ms. Phillips, the Board unanimously approved the OEPA’s FY 2010 Strategic Plan Report.  (Copy appended to Official Minutes, Attachment B.)


VI. West Virginia Schools for the Deaf and the Blind (WVSDB) Quarterly Update


Dr. Patsy K. Shank (distributed information), Superintendent of the WVSDB, provided an update regarding WVSDB activities and initiatives.  Early April, 2010, the WVSDB will celebrate 140 years of service to the children of West Virginia.  (Copy appended to Official Minutes, Attachment C and addenda.) 


VII. Policy 2525, West Virginia's Universal Access to a Quality Early Education System

 

Dr. Jorea Marple, Assistant State Superintendent, WVDE Division of Curriculum and Instructional Services, and Mr. Clayton Burch, Coordinator, WVDE Office of Special Programs, Extended and Early Learning, presented Policy 2525 for the Board’s consideration. Ms. Melanie Clark, Program Manager, Quality Initiatives, West Virginia Department of Health and Human Resources’ Division of Early Care and Education (WVDHHR), and Ms. Traci Dalton, Collaboration Director, West Virginia State Head Start Collaboration, assisted in addressing questions regarding paraprofessionals, apprenticeship programs, and the Head Start Act requirements.  (Copy appended to the Official Minutes of October 8, 2009 at Attachment K.)


VIII. Policy 5202, Minimum Requirements for the Licensure of

Professional/Paraprofessional Personnel and Advanced Salary Classifications

 

Ms. Lori Wiggins, Assistant Director, WVDE Office of Professional Preparation, presented Policy 5202 for the Board’s consideration.  (Copy appended to the Official Minutes of October 8, 2009 at Attachment L.)

President Haden called for a break at 2:02 p.m.  


X. Call to Order


President Haden called the meeting back to order at 2:17 p.m.






XI. Broadband Report


Mr. Sterling Beane, Jr. (distributed information), Coordinator, WVDE Office of Instructional Technology, provided an update regarding broadband implementation.  (Copy appended to Official Minutes, Attachment D.)


XII. Open Governmental Proceedings Act


Ms. Heather L. Deskins (distributed information), Esq., General Counsel to the WVBE and WVDE, presented an update regarding the Open Governmental Proceedings Act.  (Copy appended to Official Minutes, Attachment E.)


XIII. Future Meetings

The next regular meeting of the Board will be held October 8, 2009, in Charleston, West Virginia.  


XIV. Adjournment


President Haden declared the meeting adjourned at 2:55 p.m.
