I. Call to Order


  President Delores W. Cook called the meeting of the West Virginia Board of Education (WVBE) to order at 9:00 a.m. on July 9, 2009, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.


The following members were present:  President Cook, Vice President Priscilla M. Haden, Secretary Jenny N. Phillips, Robert W. Dunlevy, Burma Hatfield, Lowell E. Johnson, L. Wade Linger Jr., and Gayle C. Manchin, and ex officios Steven L. Paine, State Superintendent of Schools, and James L. Skidmore, Chancellor, West Virginia Council for Community and Technical College Education.  Members absent were Barbara N. Fish and ex officio Brian E. Noland, Chancellor, West Virginia Higher Education Policy Commission.


II. Delegation(s)


Ms. Susan Jessup (Beaver, West Virginia), Ms. A. Michelle Legg (Charleston, West Virginia), Mr. John A. Deskins (Beckley, West Virginia), Ms. Stephanie Morris (Morgantown, West Virginia; distributed information), Mr. Phil Wyatt (Clarksburg, West Virginia), and Mr. Steve Glendenning (Martinsburg, West Virginia), all representing the West Virginia Coalition for Arts Education, addressed the Board regarding the importance of arts education.  (Copy appended to Official Minutes, Attachment R.)


III. Approval of Agenda


Upon motion by Ms. Haden, seconded by Dr. Johnson, the Board unanimously approved the agenda. 


IV. Consent Agenda


  Upon motion by Ms. Phillips, seconded by Mr. Dunlevy, the Board unanimously approved the Consent Agenda.  (Copies appended to Official Minutes, Attachments A through N.)


Meeting minutes of  June 9 and 10, 2009  (Attachment A)


Budget supplement and transfer requests for the month of June 2009 as follows:  total supplements = $45,272,910 and total transfers = $35,079,508 (Attachment B)


Step 7 Plans (Public School Support Program) submitted by the 55 county boards of education for the 2009-10 year  (Attachment C)


Amendment to the Barbour County Comprehensive Educational Facilities Plan to include the temporary housing of Junior Elementary students at Philip Barbour High School during the interior renovation of Junior Elementary School (Attachment D)


One request for a new waiver of instructional materials  (Attachment E)


One additional county application representing summer school at one county location  (Attachment F)


One request for a waiver of attendance at the West Virginia Principal Leadership Academy for New Principals  (Attachment G)


Employment of Substitute Teachers in Areas of Critical Need policy for Wood County Schools  (Attachment H)


Policy 2340, West Virginia Measures of Academic Progress, specifically sections 6.4.1 and 6.8, for placement for public comment for 30 days  (Attachment I)


Policy 2445.41, "Textbooks" Adoption: Notice, Request and Instructions to Publishers for placement on public comment for 30 days (Attachment J)


West Virginia Pre-K County Plans (Attachment K)


Continued Full Accreditation status of Grandview Elementary School and Sissonville Middle School, Kanawha County (Attachment L)


Continued Full Approval status of the Doddridge County School System; upgraded the accreditation status of Doddridge County Elementary School from Temporary Accreditation to Conditional Accreditation with a May 31, 2012 Date Certain to achieve adequate yearly progress (AYP); and continued the Full Accreditation status of Doddridge County Middle School and Doddridge County High School (Attachment M)


Continued Full Approval status for the Webster County School System and continued the Full Accreditation status of Webster County High School  (Attachment Mc)


Revised Five Year Strategic Plans for Hedgesville Elementary School, Marlowe Elementary School, Orchard View Elementary School, and Mountain Ridge Intermediate School (Berkeley County); Lincoln County High School (Lincoln County); and Mason Dixon Elementary School and University High School (Monongalia County)  (Attachment N).


V. Reports


Board Member Reports.  President Cook, in follow-up to yesterday’s meeting, appointed Ms. Phillips and Mrs. Manchin to the Department’s 3-8 committee, and Dr. Johnson and Mr. Linger to the Department’s School Innovation Zone committee.  Mrs. Manchin (distributed Student Representative Exit Interview questionnaire for review and comment), Dr.  Johnson (requested members contact the Board’s secretary, prior to July 15, and inform her of their intent to attend NASBE’s annual conference; announced that Mr. Keith Fulton, President of Verizon-WV, has been awarded NASBE’s 2009 Friend of Education; requested that the Board President write a letter to the Jobs Cabinet chair(s) indicating that a Board committee has been formed and would like to meet with the Jobs Cabinet to define the Board committee’s role and function), Ms. Haden, and Ms. Phillips provided information regarding their participation in a number of meetings and events.  Upon motion by Dr. Johnson, seconded by Ms. Phillips, the Board unanimously accepted the reports.  (Copies appended to Official Minutes, Attachment S.)  

 

State Superintendent’s Report.  Superintendent Paine presented Department personnel items for the Board’s information.  Upon motion by Dr. Johnson, seconded by Mr. Dunlevy, the Board unanimously accepted the Superintendent’s report as provided on July 8 and 9, 2009.  (Copy appended to Official Minutes, Attachment O.)  

VI. WVBE Personnel Matters 


Upon motion by Mr. Dunlevy, seconded by Ms. Phillips, the Board unanimously approved the Board’s personnel items as presented in the attachment.  (Copy appended to Official Minutes, Attachment P.)

VII. President’s Retrospective

President Cook, with the assistance of Superintendent Paine, provided an overview of the Board’s accomplishments for 2008-2009.  Upon conclusion of the presentation Superintendent Paine thanked President Cook for her leadership over the past year.

 

VIII. Election of Officers 2009-2010


President Cook called for nominations from the floor.


President


Dr. Johnson nominated Ms. Haden to the office of President.  Ms. Hatfield seconded the motion.  No additional nominations were offered and upon the call for the question the motion was unanimously carried.  Ms. Haden was elected President.

Vice President


Mr. Dunlevy nominated Ms. Phillips to the office of Vice President.  Ms. Hatfield seconded the motion.  No additional nominations were offered and upon the call for the question the motion was unanimously carried.  Ms. Phillips was elected Vice President.

 


Secretary


Mrs. Manchin nominated Mr. Dunlevy to the office of Secretary. Ms. Phillips seconded the motion.  No additional nominations were offered and upon the call for the question the motion was unanimously carried.  Mr. Dunlevy was elected Secretary.


Mr. Dunlevy was not opposed for that office and was declared elected Secretary.


President Cook expressed appreciation to the Board and the Department for the support provided to her over the past two years.  


Ms. Haden extended her appreciation to Mrs. Cook and to the Board on her election as President.  Ms. Haden addressed the Board regarding her leadership style and requested that members contact her regarding committee assignments for 2009-2010.


IX. Board Items for Future Consideration


President Cook requested that items mentioned during the meeting and any others that members wish to be considered for placement on a future agenda be provided to the President Haden or Dr. Jack McClanahan, Deputy State Superintendent of Schools, as soon as possible.  (Copy appended to Official Minutes, Attachment Q.)


X. Future Meetings

The next regular meeting of the Board will be held August 12-13, 2009, in Charleston, West Virginia.  


XI. Adjournment


Upon motion by Ms. Hatfield, seconded by Mrs. Manchin and unanimously carried, the Board adjourned at 10:48 a.m.
