I. Call to Order


  President Delores W. Cook called the meeting of the West Virginia Board of Education (WVBE) to order at 9:00 a.m. on June 10, 2009, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.


The following members were present:  President Cook, Vice President Priscilla M. Haden, Secretary Jenny N. Phillips, Robert W. Dunlevy, Barbara N. Fish, Lowell E. Johnson, and Gayle C. Manchin, and ex officio Steven L. Paine, State Superintendent of Schools.  Members absent were Burma Hatfield and L. Wade Linger Jr., and ex officios Brian E. Noland, Chancellor, West Virginia Higher Education Policy Commission, and James L. Skidmore, Chancellor, West Virginia Council for Community and Technical College Education.


II. Recognitions


The Board recognized Dr. Karen K. Larry, Executive Assistant to the State Superintendent, who is retiring on June 30 with 22 years of service to the West Virginia Department of Education (WVDE).  Prior to her tenure with the WVDE, Dr. Larry was an educator in Barbour County.


III. Approval of Agenda


Upon motion by Mr. Dunlevy, seconded by Ms. Haden, the Board unanimously approved the agenda. 


IV. Consent Agenda


  Upon motion by Dr. Johnson, seconded by Ms. Haden, the Board unanimously approved the Consent Agenda.  (Copies appended to Official Minutes, Attachments A through S.)


Meeting minutes of  May 13, 14, and 29, 2009  (Attachment A)


Budget supplement and transfer requests for the month of May 2009 as follows:  total supplements = $20,760,164 and total transfers = $20,830,267 (Attachment B)

One request for a continuation waiver of WVBE policy  (Attachment C)


Five additional county applications representing summer school at 14 county locations  (Attachment D)


Four applications for a total of 1,455 applications for Operation Recognition in connection with Policy 4355:  High School Diplomas for Veterans  (Attachment E)

V. Reports


Board Member Reports.  In follow-up to last month’s meeting, President Cook appointed herself, Ms. Haden, and Dr. Johnson to a sub-committee that will work with representatives from the 21st Century Jobs Cabinet to share information.  Mrs. Manchin, Ms. Haden (distributed information), Mrs. Fish (distributed information), Dr. Johnson, and President Cook distributed a report from and on the behalf of Mr. Linger, provided information regarding their participation in a number of meetings and events.  Upon motion by Ms. Phillips, seconded by Ms. Haden, the Board unanimously accepted the reports.  (Copies appended to Official Minutes, Attachment X.)  

 

Student Representation Committee.  Ms. Haden provided a report on the behalf of the committee and indicated that the revised criteria will be provided to members for review and comment.  Upon motion by Mrs. Manchin, seconded by Ms. Phillips, the Board unanimously accepted the Student Representation Committee report.  


State Superintendent’s Report.  Superintendent Paine presented Department personnel actions for the Board’s information and provided updates regarding Lincoln, McDowell, Mingo, Preston, Gilmer, and Grant County Schools; recognized the Office of School Nutrition for receiving the FMmy Award and also recognized the Teach21 website; announced the development of a master calendar for teacher quality; and provided updates regarding a number of programs/initiatives.  Upon motion by Ms. Phillips, seconded by Mr. Dunlevy, the Board unanimously accepted the Superintendent’s report.  (Copy appended to Official Minutes, Attachment T.)

VIII. Reports (Continued)


Summer Food Service Program.  Ms. Gloria Cunningham, Coordinator, WVDE Office of Child Nutrition, provided information regarding the Summer Food Service Program which provides funding for meals to children/students during the summer months.  


NASBE High School Redesign Initiative.  Dr. Stanley Hopkins (distributed information), Assistant State Superintendent, Division of Technical and Adult Education Services, provided an update on activities related to the NASBE High School Redesign Grant and provided recommendations regarding next steps.  (Copy appended to Official Minutes, Attachment Y.)  

 

Regional Education Service Agency (RESA) Report.  Ms. Jane Lynch, Executive Director, Ms. Diane Ansari (distributed information), Head Start Coordinator, and Ms. Beth Loy (distributed information), Birth to Three, RESA VIII, provided an update regarding RESA VIII activities and initiatives with a focus on pre-k offerings.  (Copy appended to Official Minutes, Attachment Z.)  


IX. West Virginia Board of Education Master Plan

for Statewide Professional Staff Development 2009-2010


Dr. Karen K. Larry, Executive Assistant to the State Superintendent, and Dr. Dixie Billheimer (distributed revised master plan), Chief Executive Officer, West Virginia Center for Professional Development, presented the WVBE’s 2009-2010 Master Plan for Statewide Professional Development for the Board’s consideration.  W. Va. Codes §18-2-23(b) and §18‑2‑23(c) require the WVBE to establish annual professional development goals "to ensure high quality teaching" in the public schools and to approve a plan to achieve these goals.  The purpose of the Master Plan is to coordinate delivery of the professional development offered by the WVDE, the West Virginia Center for Professional Development, the eight Regional Education Service Agencies, and the teacher preparation institutions of West Virginia University and Marshall University.


Upon motion by Dr. Johnson, seconded by Mrs. Manchin, the Board unanimously approved the Master Plan for Statewide Professional Development for 2009-2010 as distributed during the meeting.  (Copy appended to Official Minutes, Attachment U and addendum.)

X. WVBE Personnel Matters 


Upon motion by Dr. Johnson, seconded by Mr. Dunlevy, the Board unanimously approved the Board’s personnel items as presented in the attachment.  (Copy appended to Official Minutes, Attachment V.)

XI. Board Items for Future Consideration


President Cook appointed Mrs. Manchin, Ms. Haden, and Ms. Phillips (chair) to a High School Redesign sub-committee to take up recommendations previously presented (President Cook will participate as an observer), and requested that items mentioned during the meeting and any others that members wish to be considered for placement on a future agenda be provided to her or to Dr. Jack McClanahan, Deputy State Superintendent of Schools, as soon as possible.  (Copy appended to Official Minutes, Attachment W.)



XII. Future Meetings

The next regular meeting of the Board will be held July 8 and 9, 2009 in Charleston, West Virginia.  


XIII. Adjournment


Upon motion by Ms. Phillips, seconded by Ms. Haden and unanimously carried, the Board adjourned at 12:05 p.m.
