WEST VIRGINIA BOARD OF EDUCATION

PROFESSIONAL DEVELOPMENT/TRAINING SESSION

October 23, 2008




I. Call to Order


  President Delores W. Cook called the professional development/training session of the West Virginia Board of Education (WVBE) to order at 9:00 a.m. on October 23, 2008, in Heritage Hall at the Heritage Farm Museum and Village, 3300 Harvey Road, Huntington, West Virginia.


The following members were present:  President Cook, Vice President Priscilla M. Haden, Secretary Jenny N. Phillips, Barbara N. Fish, Burma Hatfield, Lowell E. Johnson, Gayle C. Manchin, and Ronald B. Spencer, and ex officio Steven L. Paine, State Superintendent of Schools.  Members absent were Robert W. Dunlevy, and ex officios Brian E. Noland, Chancellor, West Virginia Higher Education Policy Commission, and James L. Skidmore, Chancellor, West Virginia Council for Community and Technical College Education.


II. Approval of Agenda


Upon motion by Dr. Johnson, seconded by Mrs. Manchin, Board unanimously approved the agenda. 


III. Challenges of the 21st Century:  A Business Perspective


Mr. B. Keith Fulton, President of Verizon-West Virginia, addressed the Board regarding challenges of the 21st century from the business perspective and corporate responsibility.


IV. Building Schools to Meet the 21st Century Challenge


Superintendent Paine and Department staff addressed the Board regarding the challenges that must be met to assure success in the 21st century school.


V. Break


President Cook called for a break at 10:47 a.m.   


VI. Call to Order


President Cook called the meeting back to order at 11:00 a.m.

VII. Understanding the New Assessment Process


Dr. Jorea Marple, Assistant State Superintendent, and Dr. Jan Barth, Executive Director, WVDE Division of Curriculum and Instructional Services, provided an overview of the new assessment process. 


VIII. Break


President Cook called for a break for lunch at 12:25 p.m.  


IX. Call to Order


President Cook called the meeting back to order at 1:00 p.m. 


X. Examining the Accountability Process for School Systems


Dr. Kenna R. Seal, Director, Office of Education Performance Audits, presented information regarding the accountability process for school systems.


XI. Future Meetings


The Board’s:  1) Wellness Committee will meet October 29, 2008 in Charleston, West Virginia; 2) WV VITAL Stakeholder Committee will meet October 30, 2008 in Charleston, West Virginia; 3) Communications Committee will meet November 10, 2008 in Charleston, West Virginia; and 4) next regular meeting will be held November 12, 2008 in Charleston, West Virginia.  


XII. Adjournment


Upon motion by Mr. Spencer, seconded by Mrs. Fish and unanimously carried, the Board adjourned at 2:10 p.m.
