WEST VIRGINIA BOARD OF EDUCATION

I.                                                                      Call to Order

 

            President Delores W. Cook called the meeting of the West Virginia Board of Education (WVBE) to order at 1:03 p.m. on February 13, 2008, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.

 

            The following members were present:  President Cook, Vice President Priscilla M. Haden, Secretary Ronald B. Spencer, Robert W. Dunlevy, Barbara N. Fish, Burma Hatfield, Lowell E. Johnson, Gayle C. Manchin, and Jenny N. Phillips, and ex officio Steven L. Paine, State Superintendent of Schools. Student representative in attendance was Mitchel Kawash of Charleston who attends George Washington High School.  Members absent were ex officos Brian E. Noland, Chancellor, West Virginia Higher Education Policy Commission, and James L. Skidmore, Chancellor, West Virginia Council for Community and Technical College Education.

 

II.                                                               Approval of Agenda

 

            Upon motion by Ms. Hatfield, seconded by Dr. Johnson, the Board unanimously approved the agenda.  Mrs. Fish departed the meeting.

 

III.                                                    Tough Choices or Tough Times

 

            Mr. Marc S. Tucker, President, National Center on Education and the Economy, presented a PowerPoint presentation and answered questions regarding findings in the publication entitled Tough Choices or Tough Times. Ms. Haden distributed a summary document entitled Tough Choices or Tough Times, A Report of the New Commission on the Skills Of the American Workforce, for the Board’s review.  (Copy appended to Official Minutes, Attachment A and addendum.)

 

IV.                                                                         Break

 

            President Cook called for a break at 2:15 p.m. 

 

V.                                                                     Call to Order

 

            President Cook called the meeting back to order at 2:33 p.m.  Mrs. Fish returned to the meeting.

 

VI.                           Jobs Cabinet Update/Professional Rights and Responsibilities 

 

            Dr. Johnson provided an update regarding the work product of a Jobs Cabinet committee dealing with student and educator rights and responsibilities.  (Copy appended to Official Minutes, Attachment B.)

VII.                                   Draft Education Performance Audit Reports for

                 Sherman Elementary School and Brookview Elementary School, Boone County

 

            Dr. Kenna R. Seal, Director, Office of Education Performance Audits (OEPA), reported that announced on-site reviews were conducted at Sherman Elementary School and Brookview Elementary School January 15, 2008.  The OEPA conducted the reviews which were limited in scope to the standards relative to schools and student performance and progress.  The reviews also consisted of resource evaluation.

 

            Upon the recommendation of Dr. Seal and a motion by Mr. Dunlevy, seconded by Ms. Phillips, the Board unanimously issued Sherman Elementary School and Brookview Elementary School Full Accreditation status, continued the Full Approval status of the Boone County School System and gave Brookview Elementary School and the county until the next accreditation cycle to correct deficiencies noted in the report. VIII.                                  Draft Education Performance Audit Reports for

                 Grandview Elementary School and Sissonville Middle School, Kanawha County

 

            Dr. Seal reported that announced on-site reviews were conducted at Grandview Elementary School and Sissonville Middle School January 16, 2008.  The OEPA conducted the reviews which were limited in scope to the standards relative to the schools and student performance and progress.  The reviews also consisted of resource evaluation.

 

            Upon the recommendation of Dr. Seal and a motion by Ms. Haden, seconded by Dr. Johnson, the Board unanimously issued Grandview Elementary School and Sissonville Elementary School Full Accreditation status, continued the Full Approval status of the Kanawha County School System and gave the schools and county until the next accreditation cycle to correct deficiencies noted in the report. IX.                                      Draft Education Performance Audit Report for

Mercer County Technical Education Center, Mercer County

                                                                                   

            Dr. Seal reported that announced an on-site review was conducted at the Mercer County Technical Education Center January 3-4, 2008.  The OEPA conducted the review which was comprehensive regarding the standards relating to technical centers.

 

            Upon the recommendation of Dr. Seal and a motion by Mrs. Manchin, seconded by Ms. Phillips, the Board unanimously issued Mercer County Technical Education Center Full Accreditation status, continued the Full Approval status of the Mercer County School System and gave the school and county until the next accreditation cycle to correct deficiencies noted in the report. X.                                      Draft Education Performance Audit Reports for

                                       the Webster County School District, Webster County

 

            Dr. Seal reported that announced an on-site review was conducted at the Webster County School District December 12-13, 2007.  The Office of Education Performance Audits conducted the review which was limited in scope to the standards relative to school and student performance and progress.  The review also consisted of resource evaluation.

 

            Upon the recommendation of Dr. Seal and a motion by Dr. Johnson, seconded by Ms. Haden, the Board unanimously continued the Full Approval status of the Webster County School District and gave the county until the remainder of the approval period to correct deficiencies noted in the report. XI.                    Office of Institutional Education Programs (OIEP) Mission and Goals

 

            Mr. R. Matthew Kittle, Superintendent, West Virginia Department of Education OIEP, provided an overview the OIEP’s mission and goals.  (Copy appended the Official Minutes, Attachment G.)

 

XII.                                                         Policy 4110, Attendance

 

            Mr. Kittle presented Policy 4110 for the Board’s consideration.  (Copy appended to the Official Minutes of February 14, 2008 at Attachment K.)

 

XIII.                                                              Future Meetings

           

            The next regular meeting of the Board will be held February 14, 2008 in Charleston, West Virginia.

 

XIV.                                                                Adjournment

 

            Upon motion by Dr. Johnson, seconded by Ms. Phillips and unanimously carried, the Board adjourned at 4:02 p.m.
