MINUTES
WEST VIRGINIA BOARD OF EDUCATION

January 9, 2008
I. Call to Order
President Delores W. Cook called the meeting of the West Virginia Board of Education (WVBE) to order at 12:30 p.m. on January 9, 2008, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.
The following members were present: President Cook, Vice President Priscilla M. Haden, Secretary Ronald B. Spencer, Robert W. Dunlevy, Barbara N. Fish, Burma Hatfield, Lowell E. Johnson, Gayle C. Manchin, and Jenny N. Phillips, and ex officios Steven L. Paine, State Superintendent of Schools, Brian E. Noland, Chancellor, West Virginia Higher Education Policy Commission, and James L. Skidmore, Chancellor, West Virginia Council for Community and Technical College Education. Student representative in attendance was Mitchel Kawash of Charleston who attends George Washington High School.
II. Approval of Agenda
President Cook requested that item V. CISCO Networking Academies be taken up later in the agenda, and that item IX. Waiver to WVBE Policy 5202 to Allow the Use of Praxis II for Certification in General Science (5-9), be removed from the agenda as the research design has not been completed. Upon motion by Dr. Johnson, seconded by Ms. Phillips, the Board unanimously approved the agenda as amended.
III. PTA National Standards/Building Successful Partnerships
Ms. Debbie Gurtis, West Virginia PTA (distributed information), and Ms. Deb Fritz, National PTA, provided information regarding PTA national standards and how to build successful partnerships. (Copy appended to Official Minutes, Attachment F.)
IV. CISCO Networking Academies
Dr. Stan Hopkins, Assistant State Superintendent, Division of Technical and Adult Education Services, introduced Ms. Marie Zwicker (distributed information), Area Academy Manager, CISCO Systems, Inc., Dr. Robert Myers, West Virginia University, Dr. Tom Minnich, West Virginia University of Technology, and Dr. Doug Weaver, West Virginia University at Parkersburg, provided an overview of the CISCO Networking Academy program. V. EdLine as a Communications Tool in Monongalia County
Mr. Frank Devono, Superintendent, and Ms. Nancy Napolillo (distributed information), Director, Monongalia County Schools provided information regarding EdLine. EdLine has been implemented as a communications tool for all stakeholders to allow parents and students communicate with teachers and administrators, view grade reports, view assignments, use links for academic help, as well as, view teacher created class materials (notes, homework, photos, news, etc.). VI. Break
President Cook called for a break at 2:25 p.m. Chancellor Noland departed the meeting.
VII. Call to Order
President Cook called the meeting back to order at 2:37 p.m.
VIII. Draft Individual School Education Performance Audit Report
for Calhoun County Middle/High School, Calhoun County
Dr. Kenna R. Seal, Director, Office of Education Performance Audits (OEPA), reported that an announced on-site review was conducted at Calhoun County Middle/High School in Calhoun County November 13, 2007. The OEPA conducted the review which was limited in scope to the standards relative to school and student performance and progress. The review also consisted of resource evaluation.
Following discussion, it was directed that RESA V provide assistance to Calhoun County and that a progress report be provided to the Board within the next couple of months. It was also requested that the State Superintendent discuss, with Department staff, the provision of technical assistance to counties.
Upon a motion by Ms. Haden, seconded by Ms. Phillips, the Board unanimously tabled action on this item. (Copy appended to Official Minutes, Attachment B.)
IX. Draft Individual School Education Performance Audit Report
for Webster County High School, Webster County
Dr. Seal reported that an announced on-site review was conducted at Webster County School in Webster County December 11, 2007. The OEPA conducted the review which was limited in scope to the standards relative to school and student performance and progress. The review also consisted of resource evaluation.
Mr. Spencer moved, and Mr. Dunlevy seconded, that Webster County High School be issued Full Accreditation status and that the Full Approval status of the Webster County School System be continued. Upon the call for the question the motion failed. Dr. Johnson requested that Webster County High School/Webster County be provided the same assistance as is being provided to Calhoun County Middle/High School/Calhoun County and that this item be brought before the Board for action at a future meeting. X. Policy 4321.1, Standards for School Nutrition
Mr. Rick Goff, Executive Director, WVDE’s Office of Child Nutrition, distributed an amendment to Policy 4321.1 for the Board’s review and consideration. Following discussion, Superintendent Paine requested that the Board move into executive session in compliance with W. Va. Code §6-9A-3 to discuss a matter involving attorney-client privilege.
Upon motion by Mrs. Manchin, seconded by Ms. Haden and unanimously carried, the Board moved into executive session at 3:43 p.m. (Copy appended the Official Minutes, Attachment H and to the Official Minutes of January 10, 2008 at Attachment O and addendum.)
XI. Return from Executive Session
The Board returned from Executive Session at 4:50 p.m. at which time President Cook announced that no action was taken.
XII. Recess
President Cook recessed the meeting at 4:52 p.m. until 9:00 a.m. on January 10, 2008 in Charleston, West Virginia.
XIII. Future Meetings
The next regular meeting of the Board will be held January 10, 2008 in Charleston, West Virginia.
