WEST VIRGINIA BOARD OF EDUCATION

I. Call to Order
President Cook called the meeting of the West Virginia Board of Education (WVBE) to order at 12:30 p.m. on November 14, 2007, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.
The following members were present: President Delores W. Cook, Vice President Priscilla M. Haden, Secretary Ronald B. Spencer, Robert W. Dunlevy. Barbara N. Fish, Burma Hatfield, Lowell E. Johnson, Gayle C. Manchin, and Jenny N. Phillips, and ex officio Steven L. Paine, State Superintendent of Schools. Student representative in attendance was Cameron F. Wilson of Spencer who attends Roane County High School. Members absent were ex officios Brian E. Noland, Chancellor, West Virginia Higher Education Policy Commission, and James L. Skidmore, Chancellor, West Virginia Council for Community and Technical College Education.
II. Delegations
Dr. Keith Smith, resident of Kanawha County, addressed the Board and distributed information regarding science education at the national and state levels. (Copy appended to Official Minutes, Attachment G.)
III. Approval of Agenda
Upon motion by Dr. Johnson, seconded by Ms. Phillips, the Board unanimously approved the agenda.
IV. Policy 2320, A Process for Improving Education,
Performance Based Accreditation System
Dr. Kenna R. Seal, Director, Office of Education Performance Audits (OEPA), presented Policy 2320 for the Board’s consideration.
Upon recommendation of Dr. Seal and a motion by Ms. Haden, seconded by Mr. Spencer, the Board unanimously approved Policy 2320. (Copy appended to Official Minutes, Attachment A-1 and A‑2.)
V. School District Approval Status and School Accreditation Status
November 2007 Report of Ratings
Dr. Seal (distributed information) presented the report of ratings for the Board’s consideration. The WVBE annually rates both schools and school systems on the results of information reviewed from the system of education performance audits.
Dr. Johnson spoke to the possibility of the development of a plan of action to get assessments to the building level to establish 21st schools that will support teachers and principals. Following discussion, President Cook requested Superintendent Paine and Dr. Seal to work together to develop a strategy that will address Dr. Johnson’s request and to bring the strategy to the Board for review at the December meeting.
Following discussion and upon recommendation of Dr. Seal and a motion by Mrs. Manchin, seconded by Dr, Johnson, the Board unanimously issued the schools and school systems in West Virginia the accreditation/approval status as shown in the November 2007 Report of Ratings. VI. Process for Providing Technical Assistance to Schools
Cited by the OEPA as "Low Performing"
Dr. Karen Huffman, Special Assistant, Division of Special Projects/Superintendent's Center for 21st Century Schools, and Mr. Richard Lawrence, Executive Director, Office of Title II – School and School System Improvement, provided information regarding the WVDE’s process for providing technical assistance to school cited by the OEPA as “Low Performing” in order to help them improve performance. VII. Appalachian Bible College's Progress toward Meeting Standards
Mr. Nathan Estel, Executive Director, WVDE’s Office of Professional Preparation, provided an update regarding Appalachian Bible College’s progress toward meeting standards. In the fall of 2006, an on-site review of Appalachian Bible College's educator preparation was conducted. Upon completion of the visit, the institution was provided the opportunity to respond to the initial report. Using both the report from the on-site review team and the institution's response to that report, the Educator Preparation Program Review Board determined that standards identified in WVBE Policy 5100 were not fully met. At its July meeting, the WVBE placed the programs offered through Appalachian Bible College on Conditional Approval Status for a period not to exceed six months. Further, the WVBE directed the WVDE to conduct an onsite review of the institution's progress toward meeting standards after a three-month period. The review was conducted and a summary of the findings was provided to the WVBE. (Copy appended to Official Minutes, Attachment D.)
VIII. Ohio Valley University's Progress toward Meeting Standards
Mr. Estel provided an update regarding Ohio Valley University’s progress toward meeting standards. XI. Update on Teacher Shortage Report
Mr. Estel provided an update regarding the work of the WVDE’s Teacher Shortage Task Force. At its October 2007 meeting, the WVBE requested that the WVDE convene a group of educational stakeholders to examine the issues preventing county boards of education from recruiting appropriately certified personnel and staffing classrooms with highly qualified teachers.
XII. Proposed Official State Multiple List of Instructional Materials
for English Language Arts K-12, Music and Visual Art
Ms. Monica Beane, Assistant Director, WVDE’s Office of Instruction, presented the Proposed Official State Multiple List of Instructional Materials for English Language Arts K-12, Music and Visual Art for the Board’s consideration. XIII. Policy 2520.2, 21st Century Mathematics Content Standards
and Objectives for West Virginia Schools
Ms. Lou Maynus, Coordinator, WVDE’s Office of Instruction, presented Policy 2520.2 for the Board’s consideration. (Copy appended to Official Minutes, Attachment F and to the Official Minutes of November 15, 2007 at Attachment R.)
XIV. Policy 2436.10, Participation in Extracurricular Activities
Ms. Heather Deskins, General Counsel to the WVBE and WVDE, presented Policy 2436.10 for the Board’s consideration. (Copy appended to Official Minutes of November 15, 2007 at Attachment S.)
XV. Policy 8200, Purchasing Policies and Procedures Manual
Mr. Joe Panetta, Executive Director, WVDE’s Office of School Finance, presented Policy 8200 for the Board’s consideration. (Copy appended to Official Minutes of November 15, 2007 at Attachment T.)
XVI. Policy 4321.1, Standards for School Nutrition
Mr. Rick Goff, Executive Director, WVDE’s Office of Child Nutrition, presented Policy 4321.1 for the Board’s consideration. (Copy appended to Official Minutes of November 15, 2007 at Attachment U.)
XVII. Future Meetings
The next regular meeting of the Board will be held November 15, 2007 in Charleston, West Virginia.

President Cook adjourned the meeting at 3:55 p.m.
