MINUTES WEST VIRGINIA BOARD OF EDUCATION Board Conference Room Capitol Building 6, Room 353 1900 Kanawha Boulevard, East Charleston, West Virginia August 8, 2007 I. Call to Order President Cook called the meeting of the West Virginia Board of Education (WVBE) to order at 12:30 p.m. on August 8, 2007, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia. The following members were present: President Delores W. Cook, Vice President Priscilla M. Haden, Secretary Ronald B. Spencer, Robert W. Dunlevy, Barbara N. Fish, Burma Hatfield, Lowell E. Johnson, Gayle C. Manchin, and Jenny N. Phillips, and ex officios Steven L. Paine, State Superintendent of Schools, Brian E. Noland, Chancellor, West Virginia Higher Education Policy Commission. Member absent was ex officio James L. Skidmore, Chancellor, West Virginia Council for Community and Technical College Education. II. Recognitions President Cook recognized Hedgesville High School and Fairmont Senior High School recipients of the Pace Setter Award at the Southern Regional Education Board (SREB) High Schools that Work Conference. III. Approval of Agenda Upon motion by Dr. Johnson, seconded by Ms. Phillips, the Board unanimously approved the agenda. IV. Southeast Region Virtual Schools Update Mr. Bill Thomas (distributed information), Director, Educational Technology, SREB, provided a report regarding the status of, and issues concerning, SREB state virtual schools. Following discussion, President Cook requested a motion to authorize Superintendent Paine to form a committee (or other appropriate group configuration) to study virtual schools. Ms. Haden moved, and Mr. Dunlevy seconded, that the motion requested by President Cook be approved. Upon the call for the question the motion was unanimously approved. V. The 2007 Annual Report of the Office of Education Performance Audits Dr. Kenna R. Seal, Director, Office of Education Performance Audits (OEPA), presented the OEPA’s 2007 annual report for the Board’s information. (Copy appended to Official Minutes, Attachment B.) VI. Recommendations for Professional Development Based on Education Performance Audits and Annual Performance Measures Dr. Seal presented the OEPA’s recommendations for professional development based on education performance audits and annual performance measures for the Board’s consideration. W. Va. Code §18-2-23a requires the West Virginia Board of Education to establish goals for professional development in the public schools of the state. An analysis of annual performance data and Education Performance Audits is presented to the State Board to consider in establishing professional development goals. Upon motion by Mrs. Fish, seconded by Ms. Phillips, the Board unanimously approved the OEPA’s recommendations for professional development based on education performance audits and annual performance measures. (Copy appended to Official Minutes, Attachment C.) VII. Break President Cook called for a break at 2:26 p.m. VIII. Call to Order President Cook called the meeting back to order at 2:37 p.m. IX. Policy 2419, Regulations for the Education of Students with Exceptionalities Dr. Jorea Marple, Assistant State Superintendent, Division of Curriculum and Instructional Services, presented Policy 2419 for the Board’s consideration. Policy 5100, Approval of Educational Personnel Preparation Programs and Policy 5202, Minimum Requirements for the Licensure of Professional/Paraprofessional Personnel & Advanced Salary Classifications Mr. Nathan Estel, Executive Director, WVDE’s Office of Professional Preparation, presented Policies 5100 and 5202 for the Board’s consideration. Policy 2520.2, 21st Century Mathematics Content Standards and Objectives for West Virginia Schools Dr. Marple presented Policy 2520.2 for the Board’s consideration. (Copy appended to Official Minutes, Attachment D and to the Official Minutes of August 9, 2007 at Attachment H.) XII. Policy 4334, West Virginia Minimum Requirements for Design and Equipment of School Buses Mr. Ben Shew, Executive Director, WVDE’s Office of Transportation, presented Policy 4334 for the Board’s consideration. (Copy appended to Official Minutes of August 9, 2007 at Attachment I.) XIII. Report - Integrating Effective Character Education into Rural Schools: Measuring a Replicable Model Dr. Pamela S. Cain, Assistant State Superintendent, Division of Student Support Services, Ms. Lisa Burton, Coordinator, WVDE’s Office of Institutional Education Programs, and Dr. Michael W. Corrigan, Co-Primary Investigator, Character Education Grants/Assistant Professor, Marshall University, provided a report regarding the integration of effective character education into rural schools. (Copy appended to Official Minutes, Attachment E.) Chancellor Noland departed the meeting. XIV. Executive Session As the presiding officer, President Cook informed the members that she had identified various matters that needed to be discussed in Executive Session involving attorney-client privilege, citing W. Va. Code '6-9A-3, and personnel, citing W. Va. Code '6-9A-4(b)(2)(A). Upon motion by Ms. Hatfield, seconded by Mr. Spencer, and unanimously carried, the Board entered into Executive Session at 3:45 p.m. XV. Return from Executive Session The Board returned from Executive Session at 4:50 p.m. at which time President Cook announced that no action was taken and no decisions were made. XVI. Future Meetings The next regular meeting of the Board will be held August 9, 2007 in Charleston, West Virginia. XVII. Adjournment Upon motion by Ms. Hatfield, seconded by Ms. Phillips and unanimously carried, the Board adjourned at 4:53 p.m. Minutes approved by the Board on September 13, 2007. _______________________________________________ Delores W.
