MINUTES
Board Conference Room
July 11, 2007
I. Call to Order
President Johnson called the meeting of the West Virginia Board of Education (WVBE) to order at 1:04 p.m. on July 11, 2007, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.

II. Recognitions
President Johnson recognized Mr. John Zumpetta, student at Brooke High School in Brooke County, who has been named a 2007 Presidential Scholar, and Ms. Alta McDaniel, WVDE employee, recently named an Honorary Life Member from the Technology Student Association.
III. Approval of Agenda
President Johnson requested item X. West Virginia Secondary School Activities Commission Series 1, Constitution, Series 3, Provisions Governing Contests, Series 4, Provisions Governing Conduct and Series 6, Violations of the Rules, to be moved to immediately follow item V. Evaluation of the Superintendent of the West Virginia Schools for the Deaf and the Blind. Upon motion by Ms. Hatfield, seconded by Ms. Phillips, the Board unanimously approved the agenda as amended.
IV. Evaluation of the Superintendent of the West Virginia
Schools for the Deaf and the Blind
President Johnson and the Board presented Mrs. Jane McBride with a resolution in honor of her exemplary service to the State of West Virginia during her tenure at the West Virginia Schools for the Deaf and the Blind. Mrs. McBride retired as Superintendent of the West Virginia Schools for the Deaf and the Blind on June 30, 2007.
V. West Virginia Secondary School Activities Commission (WVSSAC)
Series 1, Constitution, Series 3, Provisions Governing Contests,
Series 4, Provisions Governing Conduct and Series 6, Violations of the Rules
Mr. Gary W. Ray, Executive Director, WVSSAC, presented WVSSAC Series 1, 3, 4 and 6 for the Board’s consideration. (Copy appended to Official Minutes of July 12, 2007 at Attachment I.)
VI. Safety Update
Dr. Mark A. Manchin (distributed information), Executive Director, School Building Authority of West Virginia, provided an update regarding Senate Bill 67 that authorizes the School Building Authority to facilitate and provide funding for enhancing the safe ingress and egress of pupils, school employees, parents, visitors and emergency personnel to and from west Virginia public schools. IX. Commonalities in Low-Performing Schools:
Trend Education Performance Audit Findings
Dr. Kenna R. Seal, Director, Office of Education Performance Audits (OEPA), presented for the Board’s information, Commonalities in Low-Performing Schools: Trend Education Performance Audit Findings. Commonalities in Low-Performing Schools show the most prevalent noncompliance findings reported by the Education Performance Audit Teams. Education Performance Audit Teams conducted 39 individual school reviews in 18 county school districts. The report shows the frequently identified noncompliances in the 15 low‑performing schools and in all the 39 individual schools audited by the Office of Education Performance Audits. X. Policy 2423, Communicable Disease Control
Ms. Melanie Purkey, Executive Director, WVDE’s Office of Healthy Schools, presented Policy 2423, Communicable Disease Control for the Board’s consideration. (Copy appended to Official Minutes of July 12, 2007 at Attachment G.)
XI. Policy 2525 - West Virginia's Universal Access to a
Quality Early Education System
Dr. Cathy Jones, Coordinator, WVDE’s Office Special Programs, Extended and Early Learning, presented Policy 2525 for the Board’s consideration. (Copy appended to Official Minutes, Attachment B and to the Official Minutes of July 12, 2007 at Attachment H.)
XII. Approval of Educator Preparation Programs at
Appalachian Bible College and Ohio Valley University
Mr. Nathan Estel, Executive Director, WVDE’s Office of Professional Preparation, presented educator preparation programs at Appalachian Bible College and Ohio Valley University for the Board’s consideration.
Upon motion by Ms. Haden, seconded by Mrs. Manchin, the Board unanimously granted the educator preparation programs at Appalachian Bible College and Ohio Valley University conditional approval status for a period not to exceed two years and directed that a follow-up visit be conducted by WVDE staff in three months with a progress report to the Board, and a full on-site review be conducted within six months, to determine if Appalachian Bible College and Ohio Valley University are working to achieve continuing approval status. XIII. Report on School Climate/School Safety and HealthCheck
Mr. Don Chapman, Assistant Director, WVDE’s Office of Healthy Schools, provided a report regarding safe schools/school climate. (Copy appended to Official Minutes, Attachment D.)

XVI. Report on School Climate/School Safety and HealthCheck (Continued)
Ms. Purkey provided a report regarding the HealthCheck initiative.
XVII. Office of School Facilities - Operational Overview
Mr. Bill Elswick, Executive Director, WVDE’s Office of School Facilities, provided an overview of the responsibilities of, and services provided by, the Office of School Facilities.
XVIII. Legislative Update
Mr. Joe Panetta, Executive Director, WVDE’s Office of School Finance, distributed information and provided an update regarding changes to West Virginia Code that occurred as a result of House and Senate Bills passed during the most recent legislative session. (Copy appended to Official Minutes, Attachment F.)
XIX. Future Meetings
President Johnson brought to the Board’s attention that the October regular meeting dates will conflict with the NASBE annual conference. Discussion ensued and it was the consensus of the Board that the meeting be moved forward one day to Tuesday, October 9 with the October regular meeting to be held October 9 and 10. The next regular meeting of the Board will be held July 12, 2007 in Charleston, West Virginia.

Upon motion by Mrs. Cook, seconded by Ms. Hatfield and unanimously carried, the Board adjourned at 5:04 p.m.
