I.  Call to Order

  President Lowell E. Johnson called the assembly to order at 1:00 p.m. on February 28, 2007, in Room 121, Lincoln County Board of Education, 10 Marland Avenue, Hamlin, West Virginia, and provided an overview of the purpose of the meeting and stated that no quorum was present and no official action would be taken.

  The following members were present:  President Johnson, Vice President Delores W. Cook, Barbara N. Fish, and Burma Hatfield.  Members absent were Secretary Priscilla M. Haden, Robert W. Dunlevy, Jenny N. Phillips, and Ronald B. Spencer and ex officios  Steven L. Paine, State Superintendent of Schools, Brian E. Noland, Chancellor, West Virginia Higher Education Policy Commission, and James L. Skidmore, Chancellor, West Virginia Council for Community and Technical College Education.

  President Carol Smith called the meeting of the Lincoln County Board of Education to order at 1:08 p.m. on February 28, 2007, in Room 121, Lincoln County Board of Education, 10 Marland Avenue, Hamlin, West Virginia.

  The following members were present:  President Smith, Larry Bays, Billie Frye, Phoebe Harless, Thomas Ramey and ex officio Anne Seaver, Superintendent, Lincoln County Schools.

II.  Delegations

  Ms. Donna Martin, Mr. Alvie Watts, Ms. Olive Hager, Mr. Dan Butcher, Ms. Dorothy Woodall, Ms. Susan Jack and Mr. John Smith addressed the Board.

III.  Status of Office of Education Performance Audits Report Findings

  for Lincoln County Schools

  Dr. Kenna R. Seal (distributed information), Director, Office of Education Performance Audits (OEPA), and Dr. Jack McClanahan, Deputy State Superintendent of Schools, provided a brief overview of the status of report findings and provided information regarding steps that must be taken in order to bring the county into compliance with law and policy prior to the next full audit the will be scheduled upon the county’s submission, and the State Superintendent’s approval, of an exit strategy. IV.  Break

  President Johnson called for a break at 2:39 p.m.

V. Call to Order

  President Johnson called the meeting back to order at 2:38 p.m.

VI. Review of Financial Matters

  Ms. Susan Smith (distributed information), Coordinator, WVDE Office of School Finance, and Dr. Seaver provided information regarding enrollment projections, funding for personnel, employment projections, revenues and expenditures, fund balance, and the outlook for future years for the Lincoln County School System.  (Copy appended to Official Minutes, Attachment B.)

VII. Review of Exit Strategy for Returning Control

  to the County Board of Education

  President Johnson and Dr. McClanahan provided a brief overview of the exit strategy procedure.  (Copy appended to Official Minutes, Attachment C.)

VIII.  Future Meetings

  The next regular meeting of the Board will be held March 14-15, 2007 in Charleston, West Virginia.

IX.  Adjournment

  President Johnson adjourned the meeting at 4:15 p.m. 

  Upon motion by Mr. Bays, seconded by Mr. Ramey and unanimously carried, the meeting of the Lincoln County Board of Education adjourned at 4:16 p.m.
