WEST VIRGINIA BOARD OF EDUCATION

I. Call to Order

 

  President Lowell E. Johnson called the meeting of the West Virginia Board of Education (WVBE) to order at 1:00 p.m. on December 13, 2006, in the gymnasium at Triadelphia Middle School, 1636 National Road, Wheeling, West Virginia.

 

  The following members were present:  President Johnson, Vice President Delores W. Cook, Secretary Priscilla M. Haden, Barbara N. Fish, Robert W. Dunlevy, Burma Hatfield, Jenny N. Phillips and Ronald B. Spencer, and ex officio Steven L. Paine, State Superintendent of Schools.  Members absent were ex officios Brian E. Noland, Chancellor, West Virginia Higher Education Policy Commission, and James L. Skidmore, Chancellor, West Virginia Council for Community and Technical College Education.

 

II.  Welcome and Showcase

 

  Mr. Larry Miller, Superintendent of Ohio County Schools, welcomed the Board and introduced Ohio County board members, staff and local education association colleagues.  Following introductions the Board enjoyed musical presentations by Triadelphia Middle School students.

III.  Approval of Agenda

 

  Upon motion by Mr. Spencer, seconded by Ms. Phillips, the Board unanimously approved the agenda.

 

IV. Draft Education Performance Audit Reports for Collins Middle

  School, Oak Hill High School, and Valley High School, Fayette County

 

  Dr. Kenna R. Seal, Director, Office of Education Performance Audits, reported that announced on-site reviews were conducted at Collins Middle School, Oak Hill High School, and Valley High School in Fayette County on November 14 - 16, 2006.  The OEPA conducted the reviews which were limited in scope to the standards relative to school and student performance and progress.  The reviews also consisted of resource evaluation.

 

Upon motion by Mr. Spencer, seconded by Mrs. Fish, the Board delayed issuing Collins Middle School, Oak Hill High School and Valley High School an accreditation status until the Fayette County School System report is presented for action.  (Copy appended to Official Minutes, Attachment A.)

 

V.  Draft Individual School Education Performance Audit Report

  for Roane County High School, Roane County

 

  Dr. Seal reported that an announced on-site review was conducted at Roane County High School in Roane County on November 2, 2006.  The OEPA conducted the review which was limited in scope to the standards relative to school and student performance and progress.  The review also consisted of resource evaluation.

 

  Upon motion by Ms. Haden, seconded by Mr. Dunlevy, the Board unanimously issued Roane County High School Temporary Accreditation status and continued the Full Approval status of the Roane County School System and gave the school and county until the next accreditation cycle to correct any deficiencies reported. VI.  Draft Individual School Education Performance Audit Report

for Glade Middle School, Webster County

 

  Dr. Seal reported that an announced on-site review was conducted at Glade Middle School in Webster County on October 31, 2006.  The OEPA conducted the review which was limited in scope to the standards relative to school and student performance and progress.  The review also consisted of resource evaluation.

 

  Upon motion by Mr. Dunlevy, seconded by Ms. Phillips, the Board unanimously issued Glade Middle School to Conditional Accreditation status and continued the Full Approval status of the Webster County School System and gave the school a May 31, 2009 Date Certain to achieve adequate yearly progress (AYP). VII.  Break

 

  President Johnson called for a break at 2:30 p.m.

 

VIII. Call to Order

 

  President Johnson called the meeting back to order at 2:50 p.m.

 

IX. Student Representation at Meetings of the West Virginia Board of Education

 

  Ms. Haden presented a proposal for student participation on the Board.  Following discussion it was decided that this item would be removed from the December 14, 2006 agenda and a committee was appointed to research the issue for consideration at a future meeting.  Committee members are Ms.  Phillips, chair, Ms. Haden, Mrs. Cook and Ms. Regina Scotchie, Coordinator, Division of Curriculum and Instructional Services.

X. Policy2520.35, 21st Century Science 9-12 Content Standards

  and Objectives for West Virginia Schools

 

  Dr. Jorea Marple, Assistant State Superintendent, and Ms. Carla Williamson, Special Assignment, Office of Instruction, Division of Curriculum and Instructional Services, presented Policy 2520.35 for the Board’s consideration.  (Copy appended to Official Minutes of December 14, 2006 at Attachment H.)

 

XI.  Policy 2510, Assuring the Quality of Education:

  Regulations for Education Programs

 

  Dr. Marple and Ms. Williamson presented Policy 2510 for the Board’s consideration.  (Copy appended to Official Minutes of December 14, 2006 at Attachment I.)

 

XII.  Proposed West Virginia Measures of Academic Progress (WV-MAP)

  Administration Calendar for the 2007-2008 School Year

 

  Dr. Marple and Dr. Jan Barth, Executive Director, Office of Student Assessment and Accountability, Division of Curriculum and Instructional Services, presented a proposed WV‑MAP administration calendar for the 2007-2008 school year for the Board’s consideration.  (Copy appended to Official Minutes of December 14, 2006 at Attachment J.)

 

XIII. Executive Session

 

  President Johnson requested a motion to move into executive session as provided in W. Va. Code §6-9A-3 (matters involving attorney-client privilege) and §6‑9A‑4(b)(2)(A) (personnel exception) to discuss a personnel matter.

 

  Upon motion by Mr. Dunlevy, seconded by Ms. Phillips, the Board moved into executive session at 3:26 p.m.

 

XIV.  Return from Executive Session

 

  The Board returned from Executive Session at 4:05 p.m. at which time President Johnson announced that no action was taken and no decisions were made.

 


XV.  Future Meetings

 

  The next regular meeting of the Board will be held December 14, 2006 in Ohio County, West Virginia.

  Upon motion by Mr. Dunlevy, seconded by Ms. Haden and unanimously carried, the meeting adjourned at 4:06 p.m.
