PROFESSIONAL DEVELOPMENT/TRAINING SESSION

I.

Call to Order



President Lowell E. Johnson called the professional development/training session of the West Virginia Board of Education to order at 8:05 a.m. on June 6, 2006, in the Opequon Room at the Comfort Inn Aikens Center, 1872 Edwin Miller Boulevard, Martinsburg, West Virginia.



The following members were present: President Johnson, Vice President Delores W. Cook, Secretary Priscilla M. Haden, Barbara N. Fish, Sheila M. Hamilton, Burma Hatfield, and Jenny N. Phillips and ex officio Steven L. Paine, State Superintendent of Schools. Members absent were Robert W. Dunlevy, Ronald B. Spencer and ex officios James L. Skidmore, Chancellor, the West Virginia Council for Community and Technical College Education, and Brian E. Noland, Chancellor, the West Virginia Higher Education Policy Commission.



II.

Approval of Agenda



The agenda was approved by consensus.



III.

Workforce Development for the 21st Century



Superintendent Paine and staff provided information regarding the infrastructure that will be necessary for workforce development for the 21st century.



Following Superintendent Paine's presentation President Johnson moved agenda item "Regional Education Service Agency (RESA) Study" to follow "Office of Education Performance Audits (OEPA): What Next?"



IV.

Office of Education Performance Audits (OEPA): What Next?

Dr. Donna Davis, Deputy Director, OEPA, distributed information and provided information regarding the role and function of the OEPA. (Copy appended to Official Minutes, Attachment A.)



V.

Regional Education Service Agency (RESA) Study



Superintendent Paine provided information regarding the RESA study.



VI.

West Virginia Board of Education Strategic Plan



President Johnson distributed the Board's current strategic plan for review and future discussion. (Copy appended to Official Minutes, Attachment B.)



VII.

Future Meetings

Upon adjournment of the June 6 professional development/training session, the Board will visit the offices of RESA VIII, 109 South College Street, Martinsburg, West Virginia, at 1:00 p.m.



The next regular meeting of the Board will be held June 7-8, 2006 at the West Virginia Schools for the Deaf and the Blind in Romney, West Virginia.



VIII.

Adjournment



President Johnson adjourned the meeting at 11:47 a.m.
