WEST VIRGINIA BOARD OF EDUCATION

I.

President Lowell E. Johnson called the meeting of the West Virginia Board of Education to order at 12:45 p.m. on February 23, 2006, in Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.

The following members were present: President Johnson, Vice President Delores W. Cook (via telephone), Secretary Priscilla M. Haden (via telephone), Robert W. Dunlevy (via telephone), Barbara N. Fish (via telephone), Sheila M. Hamilton (via telephone), Burma Hatfield (via telephone), Jenny N. Phillips (via telephone), and ex officio James L. Skidmore (via telephone), Chancellor, the West Virginia Council for Community and Technical College Education. Members absent were: Ronald B. Spencer and ex officios Steven L. Paine, State Superintendent of Schools, and Bruce C. Flack, Interim Chancellor, the West Virginia Higher Education Policy Commission,.

II.

Upon motion by Ms. Haden, seconded by Mrs. Cook, the Board unanimously approved the agenda.

III.

President Johnson requested a motion that "the West Virginia Board of Education support a salary increase for all public school employees." Mr. Dunlevy moved and Ms. Hatfield seconded the motion. Following discussion and upon the call for the question the motion carried unanimously.

IV.

No legislative matters required discussion or action.

V.

President Johnson requested input from members regarding the scheduling of a Board retreat. Discussion ensured during which several dates in May and June were discussed. Items for consideration for the retreat agenda are to be provided to President Johnson, Dr. Jack McClanahan, Deputy State Superintendent, or the Board's executive secretary. Further discussion regarding the retreat will occur at the Board's March meeting.

The next meeting of the West Virginia Board of Education will be held March 8-9, 2006 in Charleston, West Virginia.

The West Virginia Board of Education's Board Employee Evaluation Committee will meet on February 23, 2006 in Charleston, West Virginia.

The West Virginia Board of Education's Communications Committee will meet on March 6, 2006 in Charleston, West Virginia.

The West Virginia Board of Education's Wellness Committee will meet on March 8, 2006 in Charleston, West Virginia.

The West Virginia Board of Education's High Schools for West Virginia's Future Task Force Committee will meet on March 9, 2006 in Charleston, West Virginia.

VI.

Upon motion by Mrs. Hamilton, seconded by Ms. Phillips and unanimously carried, the meeting adjourned at 1:15 p.m.
