MINUTES
WEST VIRGINIA BOARD OF EDUCATION

December 15, 2004
I.
President Barbara N. Fish called the regular meeting of the West Virginia Board of Education to order at 9:00 a.m. on December 15, 2004, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.
The following members were present: President Fish, Vice President Lowell E. Johnson, Secretary Priscilla M. Haden, Ms. Sandra M. Chapman, Mrs. Delores W. Cook, Mrs. Sheila M. Hamilton, Ms. Burma Hatfield, Mr. Paul J. Morris, Mr. Ronald B. Spencer and ex officios Dr. David Stewart, State Superintendent of Schools, Dr. J. Michael Mullen, Chancellor, the West Virginia Higher Education Policy Commission, and Mr. James L. Skidmore, Chancellor, the West Virginia Council for Community and Technical College Education.
II.
Upon motion by Ms. Haden, seconded by Dr. Johnson, the Board unanimously approved the agenda.
III.
Representing the West Virginia Council for Community and Technical College Education were: Chancellor Skidmore, Mr. Nelson Robinson, Chair, Ms. Judi Almond, Mr. Stan Cavendish and Dr. Stanley Hopkins and representing the West Virginia Higher Education Policy Commission were: Chancellor Mullen, Superintendent Stewart, Ms. Mary Clare Eros, Chair, Cabinet Secretary Kay Goodwin, Mr. Elliot Hicks, and Mr. Terry Sammons.
President Fish provided opening remarks and discussion ensued regarding the following topics: educational services for the 25-44 year-old population, pre-service teacher education programs, and pre-service/inservice programs for teachers of mathematics. President Fish recessed the meeting at 10:55 a.m.
V.
President Fish called the meeting back to order at 1:55 p.m.
VI.
Mr. Jack Wiseman, Director, WVPASS, and Mrs. Gayle Manchin, Office of the Secretary of Education and the Arts, distributed information and provided presentations regarding WVPASS. (Copy appended to Official Minutes, Attachment B.)
VII.
Mrs. Karen Larry, Executive Assistant to the State Superintendent, and Ms. Liza Cordeiro, Executive Director, Communications Office, provided a progress report regarding the Board's strategic plan. (Copy appended to Official Minutes, Attachment C.)

President Fish called for a break at 3:07 p.m.
IX.
President Fish called the meeting back to order at 3:22 p.m.
X.
Mr. Keith Butcher, Executive Director, Office of Instructional Services, Dr. Pamela S. Cain, Assistant State Superintendent, Division of Instructional and Student Services, and Dr. Stanley Hopkins, Assistant State Superintendent, Division of Technical and Adult Education, distributed information and presented Policy 2510, as amended during the comment period, for the Board's consideration.
During discussion the following amendments were requested to be made to Policy 2510 prior to Board action on December 16: 1) at 3.1.1. the word "following" be removed, 2) at 3.1.1.a. the word "adopted" be added, and 3) at 3.1.2. the word "Refined" be removed and the words "State Board" be added. (Copy appended to Official Minutes, Attachment D and addenda.)
XI.
The next regular meeting of the Board will be held December 16, 2004 in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.
XII.
President Fish adjourned the meeting at 4:45 p.m.
