WEST VIRGINIA BOARD OF EDUCATION

I.   Call to Order

President Barbara N. Fish called the regular meeting of the West Virginia Board of Education to order at 8:30 a.m. on August 12, 2004, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.

The following members were present: President Fish, Vice President Lowell E. Johnson, Secretary Priscilla M. Haden, Sandra M. Chapman, Delores W. Cook, Sheila M. Hamilton, Paul J. Morris,  Ronald B. Spencer and ex officios David Stewart, State Superintendent of Schools, and J. Michael Mullen, Chancellor, West Virginia Higher Education Policy Commission.  Members absent were Burma Hatfield and ex officio James L. Skidmore, Chancellor, West Virginia Council for Community and Technical Education.

II. Recognition

President Fish recognized Mr. David R. Book, retired educator from Harrison County, as the 2004 recipient of the Paul J. Morris Character Educator of the Year award.

III. Approval of Agenda

Upon motion by Ms. Haden, seconded by Mrs. Hamilton, the Board unanimously approved the agenda with the following modification: President Fish moved item VI.D. Update - Regional Education Service Agency III to immediately follow item V.D.  Strategic Plan FY 2005.

IV. The 2004 Annual Report of the    

Office of Education Performance Audits

Dr. Kenna R. Seal, Executive Director, Office of Education Performance Audits, presented the 2004 Annual Report of the Office of Education Performance Audits for the Board's consideration. The 2004 Annual Report is the sixth report compiling accountability activities.  This report synthesizes the activities of the Office of Education Performance Audits as established by the West Virginia Legislature and the West Virginia Board of Education.

Upon motion by Mr. Morris, seconded by Mrs. Cook, the Board unanimously approved the 2004 Annual Report of the Office of Education Performance Audits.  (Copy appended to Official Minutes, Attachment A.)

V. Training Manual and Handbook for

Education Performance Audits

Dr. Seal presented  the Training Manual and Handbook for Education Performance Audits for the Board's consideration.  The Training Manual was developed for schools and county school systems as a resource in preparing for accreditation reviews.  It was also designed to serve as a guide for Team Leaders and Team Members as they conduct on-site reviews of education programs in schools and county school systems and assess compliance with the performance measures and high quality standards adopted by the West Virginia Board of Education.

Upon motion by Dr. Johnson, seconded by Mr. Spencer, the Board unanimously approved the Training Manual and Handbook for Education Performance Audits.  (Copy appended to Official Minutes, Attachment B.)

VI. Office of Education Performance Audits

Strategic Plan FY 2005

Dr. Seal presented the Office of Education Performance Audits' Strategic Plan for FY 2005 for the Board's consideration.  The Strategic Plan outlines the goals, objectives and activities of the Office of Education Performance Audits as established by the West Virginia Legislature and the West Virginia Board of Education.

Upon motion by Mrs. Hamilton, seconded by Mr. Morris, the Board unanimously approved the Office of Education Performance Audits' Strategic Plan for FY 2005.  (Copy appended to Official Minutes, Attachment C.)

VII. Update - Regional Educational Service Agency (RESA) III

Mr. Chuck Nichols, Executive Director of RESA III, distributed information and provided an overview of RESA III programs, activities and initiatives.  Mr. Nichols was accompanied by Mr. Jerry Linkinoggor, Council Chair and Superintendent of Clay County Schools, and Mr. Barry Kelly, RESA III Administrative Assistant for Adult Education Services.   (Copy appended to Official Minutes, Attachment D.)

VIII. Recognition

President Fish recognized Mr. Chuck Nichols and presented him with the Board's “Attitude is Everything” award.  This award will be presented monthly.

IX. Reports

President Fish requested that Mrs. Jane McBride, Superintendent of the West Virginia Schools for the Deaf and the Blind, provide a brief update regarding school news and activities.

State Board Member Reports.  President Fish provided information regarding future meeting dates, encouraged everyone to attend the annual National Association of State Boards of Education (NASBE) conference in October, attended the math and technology conferences, and discussed committee assignments.  Ms. Haden attended a PASS meeting and the West Virginia Conference on Civic Education.

President Fish recessed the meeting at 10:30 a.m.

XII. Reports (Continued)

State Board Member Reports (Continued).  Mr. Spencer distributed information and provided a report regarding his participation in a NASBE study group concerning high school athletics .  Mrs. Cook reported on her attendance at the Civics Conference and the NASBE new board member training conference. Dr. Johnson reported on his attendance at the NASBE new board member training conference.  Mr. Morris reported on his attendance at a West Virginia Commission for Professional Teaching Standards meeting and the elementary math academy.  Chancellor Mullen visited with teachers attending the elementary math academy and stated that remediation placement and admission standards will be placed on comment at the next Commission meeting and suggested another joint meeting with the Board is in order.  Mrs. Hamilton reported that the state has received a grant to promote exercise and good nutrition and a guest speaker will provide a presentation to the Board at the September meeting regarding nutrition.  (Copy appended to Official Minutes, Attachment E.)

  Strategic Planning Committee Report.  Mr. Morris provided an update regarding committee activities and indicated reports will be provided on a quarterly basis.  Dr. Steven L. Paine, Deputy State Superintendent, provided an update regarding the Department's strategic plan. (Copy appended to Official Minutes, Attachment F.)

XIII. Consent Agenda      

Upon motion by Mrs. Hamilton, seconded by Mr. Spencer, the Board unanimously approved/received the Consent Agenda.  (Copies appended to Official Minutes, Attachments G­-Mc.)    ● minutes of July 14 and 15, 2004  (Attachment G)

budget supplement and transfer requests for the month of July 2004 as follows:  total supplements = $8,699,959 and total transfers = $15,479,539 (Attachment H)

● amendment of the McDowell County Board of Education Comprehensive Educational Facilities Plan to set up five portable classroom buildings and one portable building for a dining area at Sandy River Middle School.  These portables will house Pre-K, Kindergarten, first, second and third grade students from Bradshaw Elementary.  Each portable is 24 X 66 feet.  The fourth and fifth grades from Bradshaw will occupy classrooms within the Sandy River Middle School.  The portable buildings will create ten classrooms.  The anticipated time of need and use for these portables are for the 2004-05, 2005-06 and possibly 2006-07 school terms.  This arrangement is being made to accommodate Bradshaw Elementary students during the time of construction of the new Bradshaw Elementary School.  All portables will have restroom facilities with sidewalks and canopies to the main building and the bus loading zones.

XIV. West Virginia Department of Education

Improvement Packages for FY 2006

Mr. Mike McKown, Executive Director, Office of Internal Operations, Division of Administrative Services, distributed information and presented the West Virginia Department of Education's proposed improvement packages for FY 2006.  It was requested that the proposed budget be provided to the Board prior to its submission to the Governor.  (Copy appended to Official Minutes, Attachment N.)

XV. Approval of One New Content Specialization for

One Higher Education Institution of Professional Preparation

Dr. Karen Huffman, Executive Director, Office of Professional Preparation, Division of Administrative Services, reported that the Program Review Board, established in Policy 5100, Approval of Educational Personnel Preparation, met on July 19, 2004 and recommended that the Board approve the University of Charleston's Multi-Categorical (K-Adult) program which must be taken in combination with a general education specialization for approval.  The program will be effective August 16, 2004.

Upon motion by Dr. Johnson, seconded by Ms. Haden, the Board unanimously approved the University of Charleston's Multi-Categorical (K-Adult) program, which must be taken in combination with a general education specialization for approval, to be effective August 16, 2004.

XVI. Future Meetings

The next regular meeting of the Board will be held September 8 and 9, 2004 in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.

XVII. Adjournment

Upon motion by Dr. Johnson, seconded by Mrs. Cook and unanimously carried, the Board adjourned at 11:51 a.m.
