WEST VIRGINIA BOARD OF EDUCATION

August 11, 2004

I.   Call to Order

President Barbara N. Fish called the regular meeting of the West Virginia Board of Education to order at 1:00 p.m. on August 11, 2004, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.

The following members were present: President Fish, Vice President Lowell E. Johnson, Secretary Priscilla M. Haden, Sandra M. Chapman, Delores W. Cook, Sheila M. Hamilton, Paul J. Morris,  Ronald B. Spencer and ex officios David Stewart, State Superintendent of Schools, and J. Michael Mullen, Chancellor, West Virginia Higher Education Policy Commission.  Members absent were Burma Hatfield and ex officio James L. Skidmore, Chancellor, West Virginia Council for Community and Technical Education.

II. Approval of Agenda

Upon motion by Dr. Johnson, seconded by Mr. Spencer, the Board unanimously approved the agenda as presented.

III. Update - Lincoln County School System

Mr. Bill Grizzell, Superintendent, and central office staff, Lincoln County Schools, distributed information and provided presentations detailing Lincoln County's progress in meeting the standards set by the State Board.  Ms. Shellie McCoy, recent graduate of Duval High School in Lincoln County, also addressed the Board regarding her educational experience.  (Copy appended to Official Minutes, Attachment A.)    

IV. Update - McDowell County School System

Dr. Mark Manchin, Superintendent, and central office staff and principals, McDowell County Schools, distributed information and provided presentations detailing McDowell County's progress in meeting the standards set by the State Board. (Copy appended to Official Minutes, Attachment B.)

V. Recess

President Fish recessed the meeting at 3:05 p.m.

VI. Call to Order

President Fish called the meeting back to order at 3:15 p.m.

VII. Update - School System Improvement and

Demonstration Project Schools

Mrs. Lydia McCue, Executive Assistant to the State Superintendent, provided an update regarding county school system improvement and discussed the “Framework for High Performing School Systems.”

Dr. Jorea Marple, Assistant State Superintendent, Division of School Improvement, provided a progress report regarding the demonstration project schools defined in House Bill 4669.  (Copy appended to Official Minutes, Attachment C.)

VIII. County Superintendent Evaluation Policy Template

Dr. Howard O'Cull, Executive Director, West Virginia School Boards Association, distributed and presented a proposed county superintendent evaluation policy template for the Board's consideration.  (Copy appended to Official Minutes of August 12, 2004 at Attachment M and addendum.)

IX. Policy 4334 -West Virginia Minimum Requirements for

Design and Equipment of School Buses

Dr. Jack McClanahan, Assistant State Superintendent, Division of Administrative Services, presented Policy 4334 for the Board's consideration.  (Copy appended to Official Minutes of AugustĀ 12, 2004 at Attachment Mc.)

X. Future Meetings

The next regular meeting of the Board will be held August 12, 2004 in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.

XI. Adjournment

Upon motion by Mr. Morris, seconded by Mrs. Cook and unanimously carried, the Board adjourned at 4:42 p.m.
