MINUTES - WEST VIRGINIA BOARD OF EDUCATION

I.   Call to Order



President Sandra M. Chapman called the regular meeting of the West Virginia Board of Education to order at 2:18 p.m. on October 8, 2003, in the Media Center at Wright Denny Intermediate School, 209 West Congress Street, Charles Town, West Virginia.


The following members were present: President Chapman, Vice-President Barbara N. Fish, Secretary Sheila M. Hamilton,  Priscilla M. Haden, Howard M. Persinger Jr., Ronald B. Spencer and ex officio David Stewart, State Superintendent of  Schools.  Members absent were:  Delores W. Cook, Paul J. Morris and ex officio J. Michael Mullen, Chancellor, the West Virginia Higher Education Policy Commission.



II. Welcome



Dr. Steven Nichols, Superintendent of Jefferson County Schools, welcomed the State Board to Jefferson County.


III. Recognition - West Virginia Achieves



Dr. Stewart, assisted by Dr. Nichols, recognized the following Jefferson County Schools for their accomplishments under the mandates of the No Child Left Behind Act:  Blue Ridge Elementary, North Jefferson Elementary, Page Jackson Elementary, Ranson Elementary, Shepherdstown Elementary, Shipley Elementary, South Jefferson Elementary, T. A. Lowery Elementary, Wright Denny Intermediate, Charles Town Middle and Jefferson High Schools.


IV. Approval of Agenda



Upon motion by Mr. Spencer, seconded by Ms. Haden, the State Board unanimously approved the agenda as presented.


V. RESA VIII Technology Presentation


John Hough, Executive Director, RESA VIII, and staff members Todd Chicchirichi and Vicky Hilton, distributed information and addressed the State Board regarding technology and other initiatives. (Copy appended to Official Minutes, Attachment A.)



VI. Policy 4336 - West Virginia School Bus Transportation

Policies and Procedures Manual



Jack McClanahan, Assistant State Superintendent, Division of Administrative Services, distributed a corrected copy and discussed the proposed amendment of Policy 4336 - West Virginia School Transportation Regulations.  Following discussion it was decided that the policy would be removed from the October 9 agenda with anticipated placement on the November agenda.  Changes to the policy are to appear in bill analysis format.  (Copy appended to Official Minutes of October 9, 2003 at Attachment B and addendum.)


VII. Policy 5050 - West Virginia Commission for

Professional  Teaching Standards


Dr. McClanahan provided brief remarks regarding the proposed amendment of Policy 5050 - West Virginia Commission for Professional Teaching Standards.  (Copy appended to Official Minutes of October 9, 2003 at  Attachment M.)


VIII. Policy 2520.4 - Social Studies Content Standards and Objectives



Pamela S. Cain, Assistant State Superintendent, Division of Instructional and Student Support Services, provided brief remarks regarding the proposed amendment of Policy 2520.4 - Social Studies Content Standards and Objectives.  (Copy appended to Official Minutes of October 9, 2003 at Attachment Mc.)



IX. Policy 2444.4 - Issuance of High School Equivalency Diploma



Stan Hopkins, Assistant State Superintendent, Division of Technical and Adult Education, provided a brief remarks regarding the proposed amendment of Policy 2444.4 - Issuance of High School Equivalency Diploma.  (Copy appended to Official Minutes of October 9, 2003 at Attachment N.)



X. Executive Session



Mrs. Fish moved, and Mrs. Hamilton seconded, that the State Board go into executive session as provided in W.Va. Code 6-9A-3 (attorney-client privilege) and 6-9A-4(b)(2)(A) (personnel exception) to discuss attorney-client privileged information and personnel matters.  The State Board entered into executive session at 3:52 p.m.


XI. Return from Executive Session

 


The State Board returned from executive session at 4:34 p.m. at which time President Chapman announced that no decisions had been made or action taken.



XII. Future Meetings

 


The next regular meeting of the State Board will be held October 9, 2003 at Wright Denny Intermediate School, Charles Town, West Virginia.


XIII.      Adjournment

 


Upon motion by Ms. Haden, seconded by Mrs. Hamilton , and unanimously carried, the State Board adjourned at 4:35 p.m.
