I.   Call to Order



President H. M. Persinger Jr., called the special meeting of the West Virginia Board of Education to order at 9:00 a.m. on June 5, 2003, in Holt Lodge at the Cedar Lakes Conference Center, Ripley, West Virginia.


The following members were present: President Persinger, Vice-President Sandra M. Chapman, Secretary Ronald B. Spencer,  Delores W. Cook, Barbara N. Fish, Priscilla M. Haden,  Sheila M. Hamilton, Lloyd G. Jackson II, and Paul J. Morris, ex officio David Stewart, State Superintendent of  Schools.  Member absent was:  J. Michael Mullen, Chancellor, the West Virginia Higher Education Policy Commission.


II. Approval of Agenda


Upon motion by Sandra M. Chapman, seconded by Priscilla M. Haden, the State Board unanimously approved the agenda.


III. West Virginia Board of Education:

A Vision for Public Education


Howard Seufer, Esq., with the firm of Bowles Rice McDavid Graff and Love, and Howard O'Cull, Executive Director, West Virginia School Boards Association, presented a professional development session and led a discussion which included the State Board's legal "job description", the State Board's legal relationship to other public entities in the area of public education, and a discussion of the role of State Board members.

X. Recognition and Remarks


President Persinger recognized General (4 star) Robert H. "Doc" Foglesong who briefly addressed the assembly.  General Foglesong, a native of Mingo County, West Virginia, and a product of West Virginia public and higher education, is currently Vice Chief of Staff of the Air Force and is slated to take over as commander of U. S. Air Forces in Europe in late June.  A plaque was presented by the State Board to General Foglesong bearing the following inscription:

a role model for all the children of West Virginia.


West Virginia native, son of a retired West Virginia teacher,

Upon motion by Barbara N. Fish, seconded by Sheila M. Hamilton, the State Board adjourned at 4:25 p.m.
