WEST VIRGINIA BOARD OF EDUCATION

I.   Call to Order




President H. M. Persinger, Jr., called the meeting of the West Virginia Board of Education to order at 1:57 p.m. on January 8, 2003, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.


The following members were present: President Persinger, Vice-President Sandra M. Chapman, Secretary Ronald B. Spencer,  Delores W. Cook, Barbara N. Fish, Sheila M. Hamilton, Paul J. Morris, and David Stewart, State Superintendent of  Schools; absent was  J. Michael Mullen, Chancellor, the West Virginia Higher Education Policy Commission.


II. Modification of Agenda


At the request of Chancellor Mullen, who was unable to be present for the beginning of the meeting, President Persinger, with the common consent of the State Board, moved the writing assessment report to follow the school transportation report.


III. School Transportation


Mr. Wayne Clutter, Executive Director, Office of School Transportation, provided the State Board an overview of the responsibilities of his office including bus design and inspection, bus operator training, medical standards/examinations and licensing, transportation time, and child protection and safety issues.   Special note: Chancellor Mullen joined the meeting during this presentation.


IV. Writing Assessment


Ms. Beth Judy, Coordinator, Office of Student Services and Assessment, distributed a PowerPoint presentation and provided the State Board an update regarding the holistic scoring process for writing assessments from 1984 to the present with emphasis on instructional strategies and assessment strategies. V. County Board Legislative Committee


Dr. Howard O'Cull, Executive Director, West Virginia School Boards Association, distributed information and provided the State Board a report, including recommendations, of the County Board Reform Committee for presentation to the West Virginia Legislature concerning county superintendency, county board members and local school involvement.  Dr. O'Cull also reviewed the Project Leadership portion of the report.  (Copy appended to Official Minutes, Attachment B.)

 

VI. Legal and/or Personnel Matters


President Persinger informed the assembly that there was no need for an Executive Session and, with the common consent of the State Board, removed the item from the agenda.

 

VII. Future Meetings


The next regular meeting of the West Virginia Board of Education will be held January 9, 2003, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.


VIII. Adjournment


Upon motion by Sheila M. Hamilton, second by Barbara N. Fish, and unanimously carried, the State Board adjourned at 4:49  p.m.
