I.

Call to Order



President Sandra M. Chapman called the meeting of the West Virginia Board of Education to order at 11:00 a.m. on July 10, 2002, in the Boyle Conference Center located in the Academic, Sports, and Recreation Complex at West Liberty State College, West Liberty, West Virginia.



Members present: Vice-President Paul J. Morris, Secretary James J. MacCallum, Barbara N. Fish, Sheila M. Hamilton, J. D. Morris, Howard M. Persinger, Jr., Ronald B. Spencer, and David Stewart, State Superintendent of Schools. Member absent: J. Michael Mullen, Chancellor, West Virginia Higher Education Policy Commission.



II.

Approval of Agenda



Upon motion by Paul J. Morris, second by J. D. Morris, the Board approved the agenda.



III.

Braxton County/Russia Exchange Program

Mr. David McChesney, Director of Special Education for Braxton County Schools, provided a PowerPoint presentation regarding the Russia-West Virginia Foundation and the exchange program Braxton County enjoys with Russia.



IV.

Promotional Efforts/Public Relations



Carlos Vega-Matos and David Griffith with the National Association of State Boards of Education (NASBE) assisted the Board with regard to promotional efforts and in developing a public relations plan.



V.

Legal/Personnel Matters



President Chapman called for a motion to go into executive session to discuss legal/personnel matters.



Upon motion by Paul J. Morris, second by Ronald B. Spencer, and in accordance with the provisions of Peters v. County Commission, 519 S.E.2d 179 (W.Va. 1999) and W.Va. Code §6-9A-4(b)(2)(A), the Board entered into Executive Session at 4:45 p.m.

VI.

Return from Executive Session



The Board returned from Executive Session at 5:21 p.m. at which time President Chapman announced that no action was taken and no decisions were made.



VII.

Future Meetings



The next regular meeting of the West Virginia Board of Education will be held July 11, 2002 in the Boyle Conference Center located in the Academic, Sports, and Recreation Complex at West Liberty State College, West Liberty, West Virginia.



VIII.

Adjournment



Upon motion by James J. MacCallum, second by Howard M. Persinger, Jr., the Board adjourned at 5:28 p.m.
