I. Call to Order



Via telephone, President Sandra M. Chapman called the telephonic meeting of the West Virginia Board of Education to order at 9:02 a.m. on April 24, 2002, in the Board Conference Room, Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.



Members present via telephone: Vice-President Paul J. Morris, Secretary James J. MacCallum, Barbara N. Fish, J. D. Morris, Howard M. Persinger, Jr., and Ronald B. Spencer. Members present in person: David Stewart, State Superintendent of Schools, and J. Michael Mullen, Chancellor, The West Virginia Higher Education Policy Commission. Member absent: Sheila M. Hamilton.



II. Approval of Agenda



Upon motion by Ronald B. Spencer, seconded by James J. MacCallum, the Board approved the agenda.



III. Policy 4373 - Student Code of Conduct



Lenore Zedosky, Executive Director, Office of Healthy Schools, presented Policy 4373 for the Board's consideration. The existing Student Code of Conduct (Policy 4373) has been totally revised. The new policy sets the requirements for the conduct of students in West Virginia schools in order to assure a nurturing and orderly, safe, drug-free, violence- and harassment-free learning environment that supports students academic achievement and personal-social development. Various changes offered by President Chapman were deferred pending an in-person opportunity to discuss them.



Upon motion by Howard M. Persinger, Jr., seconded by Barbara N. Fish, the Board placed Policy 4373 on public comment until May 27 for action at the June meeting. (Copy appended to Official Minutes, Attachment A.)



IV. Policy 2510 - Assuring the Quality of Education:

Regulations for Education Programs



Bill Luff, Deputy State Superintendent of Schools, presented Policy 2510 for the Board's consideration. Policy 2510 has been revised to incorporate provisions agreed to during the March and April regular meetings and to incorporate certain changes necessitated by legislation passed during the 2002 session.



Upon motion by Barbara N. Fish, seconded by Ronald B. Spencer, the Board placed Policy 2510 on public comment until May 25 for action at the June meeting. (Copy appended to Official Minutes, Attachment B.)



V. Future Meetings



The next regular meeting of the West Virginia Board of Education will take place on May 8-9, 2002 in Wetzel County, West Virginia. A telephonic meeting will take place on May 3, 2002, in Charleston, West Virginia to discuss and take action on Policy 5902 - Employee Code of Conduct.



VI. Adjournment



Upon motion by James J. MacCallum, seconded by Howard M. Persinger, Jr., the Board adjourned at 9:11 a.m.
