WEST VIRGINIA BOARD OF EDUCATION

I.

Call to Order



President Cleo P. Mathews called the meeting of the West Virginia Board of Education with the Office of Education Performance Audits to order at 9:33 a.m. on February 10, 2000 in Capitol Building 6, Room 353, Charleston, West Virginia. Members present were Secretary J. D. Morris, Sandra M. Chapman, Sheila M. Hamilton, Jim L. McKnight, Paul J. Morris, and Ronald B. Spencer.



II.

Approval of Minutes



Upon motion by J. D. Morris, second by Jim L. McKnight, the Board approved the minutes of the January 13, 2000 meeting as submitted. (Copy appended to Official Minutes, Attachment A.)



III.

Approval of Agenda



Upon motion by Jim L. McKnight, second by Sheila M. Hamilton, the Board approved the agenda as presented.



IV.

Director's Information



The Office of Education Performance Audits has taken a brief pause in conducting on-site reviews during the winter with ten counties visited thus far.



V.

School District Approval Status and School Accreditation Status

Based on Education Performance Audit of the Wirt County School System

A random and unannounced education performance audit was conducted in the Wirt County School System. All schools in Wirt County were evaluated by members of the on-site review team. The county submitted revised County and School Unified Improvement Plans for noncompliances identified by the education performance audit team. All plans contained the required components and those schools are eligible for a higher accreditation status.



Based on the performance data, results of the education performance audit, and revised County and School Unified Improvement Plans, it was recommended that the Wirt County School System be issued Conditional Approval status and the three (3) schools be issued Conditional Accreditation status.

Upon motion by Paul J. Morris, second by Sheila M. Hamilton, the Board granted Conditional Approval status to the Wirt County School System and three (3) schools Conditional Accreditation status. (Copy appended to Official Minutes, Attachment B.)



VI.

Temporary Accreditation Status Schools Revised

Unified Improvement Plans



County boards are required to ensure that any school issued temporary accreditation status revise its Unified School Improvement Plan to increase the performance of the school to a full accreditation status level. The revised plan must include objectives, a time line, an evaluation component, cost estimates, and a date certain for achieving full accreditation. This plan must be submitted to the State Board for approval. Thirty-five (35) schools performing within the temporary accreditation status and seriously impaired status submitted revised Unified School Improvement Plans and one (1) county submitted a Unified County Improvement Plan to the Office of Education Performance Audits. Staff reviewed the plans to determine that the required elements were included, addressed the performance deficiencies, and the date certain was realistic for achieving full accreditation status.



The attachment summarizes the elements of individual Unified School Improvement Plans that were reviewed.



It was recommended that twenty-nine (29) Unified School Improvement Plans be approved, six (6) Unified School Improvement Plans be approved with stipulations, thirty-three (33) schools be upgraded to conditional accreditation status and two (2) remain seriously impaired, and the revised Unified County Improvement Plan be approved and upgraded to Conditional Accreditation status. Upon motion by Ronald B. Spencer, second by J. D. Morris, the Board approved the twenty-nine (29) Unified School Improvement Plans, approved with stipulations six (6) Unified School Improvement Plans, upgraded to conditional accreditation status thirty-three (33) schools, noted that two (2) remain seriously impaired, and approved and upgraded to Conditional Accreditation Status the revised Unified County Improvement Plan. VII.

Unfinished Business

Establish meeting schedule time, place, and procedure with Office of Education Performance Audits.

Upon motion by J. D. Morris, second by Paul J. Morris, the Board tabled consideration of this issue. (Copy appended to Official Minutes, Attachment D.)







VIII.

Follow-Up Report on Achievement Standard (4.1)

and Date Certain for Mingo County Schools



The Board was provided a status report regarding the Stanford Achievement Test (SAT-9) for Mingo County Schools.



Upon motion by Sheila M. Hamilton, second by Jim L. McKnight, the Board requested that the Office of Education Performance Audits revisit Mingo County for a follow-up review. (Copy appended to Official Minutes, Attachment E.)



IX.

Follow-Up Report on the Attendance Standard (4.2)

for Schools for the 1999-2000 School Year



This item was brought before the Board a couple of months ago. Kenna R. Seal, Sandra M. Chapman and David Stewart met via telephonic conference and decided that this issue should be referred to the Policy 2320 revision committee.



X.

Future Meetings



The next regular meeting of the West Virginia Board of Education, Office of Education Performance Audits will be held on March 9, 2000 at the Board Conference Room, Capitol Complex, Building 6, Room 353, 1900 Kanawha Boulevard East, Charleston, West Virginia.
